Description
SF-1449 - BBG50-R-10-0003 -Yamal C-Band Audio Channel Satellite Services The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB)Governors has a requirement, subject to the availability of funding, requires the lease of a stereo pair on the Yamal 201 located at 90 Degrees East Longitude and ground station retransmission facilities to Yamal 201. The stereo pair must be in the C-Band Frequency spectrum at a minimum of 128 kb/s for the pair. The pair must be on a Multiple Channel Per Carrier (MCPC) platform, MPEG2/DVB on a Free To Air (FTA) carrier. The retransmission ground station is required to receive the channel from an existing BBG/IBB distribution satellite. The BBG/IBB has 3 satellites available for this distribution: The Eutelsat HotBird-8 Ku-Band 12,226 MHz V Pol at 13 Degrees East; The Asiasat-3 C-Band 4,040 MHz H Pol at 105.5 Degrees East; and the NewSkies NSS-12 C-Band 4,055 MHz RHC Pol at 57 Degrees East. The Start of Service (SOS) date will be determined based on the availability of funding and mutually agreed between the selected provider and the Authorized Representative of the Contracting Officer -AR/CO. The Base Year of the contract will be from the SOS Date and continue for 365 days (366 days in the event of a leap year). The subsequent Option Years will follow sequentially for a total contract duration not to exceed 7 years. The North American Industry Classification Systems (NAICS) code for this acquisition is 517410. No Defense Priorities and Allocation System (DPAS) rating assigned. The Solicitation is attached hereto. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Faxed or emailed proposals will not be accepted. Questions must be submitted in writing to the Contract Specialist at the email address or facsimile number provided at the end of this notice. Please note that the deadline for submission of questions by 12:00 p.m., Eastern Time on March 26, 2010. Questions must be submitted in writing by email to: bdorfman@bbg.gov. Proposals shall be submitted as an original and two copies must be sent via courier or overnight delivery prior to the deadline.
