Description
The General Services Administration (GSA) has a requirement for Mechical Operations & Maintenance (O&M) Contractor at the Everett M. Dirksen U.S. Courthouse (EMD). THIS WILL NOT BE AN OPEN MARKET PROCUREMENT. A JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION HAS BEEN COMPLETED IN ACCORDANCE WITH FAR 6.302-1, ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. Due to the massive amount of coordination necessary between the O&M contractor and current construction contractor, the GSA has determinted that Turner Construction Company, the currenct CMc (Construction Manager as Contractor) contractor is the only firm that has been identified as a source. Specific examples where extensive communication and coordination will be needed include but are not limited to the following: The construction contractor will need to conduct multiple drain downs and refills of the secondary hydronic water loop in order to install new HVAC operating equipment. It is imperative these actions are closely coordinated between the installers and operators so normal operating temperatures may be reached at the start of each business day. The tenant's thermal environment must be ensured as to guarantee normal operating conditions and allow them to effectively carry out their Agency specific mission. Due to various HVAC operating equipment being out of commission at any given time, the communication and coordination between installers and operators is imperative. As equipment is taken out of service for replacement, other means of environmental control will need to be implemented. HVAC equipment will need to be manipulated in order to provide the required environmental condition required for tenant comfort. If this is not done in close coordination we will have areas in the building that will not be properly conditioned. Conversely this presents the potential for wasteful energy use if equipment is not manually shut down during off hours. A s new HVAC equipment is installed and put in service, inspections and tours must be conducted to ensure proper operation. If the General Contractor is responsible for all operation & maintenance, they can not shirk the responsibility or blame another party for not operating the equipment properly or making changes to the proper operating plan. Also equipment warranty periods may be compromised if a separate operation & maintenance contractor is responsible for newly installed equipment. The General Contractor should be responsible for all maintenance of equipment under warranty. If they are responsible for ALL maintenance, this situation may be avoided. In addition, the Contractor will be tasked with providing performance based mechanical operations and maintenance services to ensure the safety of the building mechanical operations and to maintain the building assets. The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment for the mechanical operations and maintenance services. Work includes the operation, maintenance, inspection, and testing of all mechanical systems at the Everett McKinley Dirksen U.S. Courthouse, with the exception of the fire alarm. The Contractor shall be responsible only for the operation of the fire alarm system, not for maintenance or repairs. All responsible sources may submit a capability statement, proposal, or quotation which shall be considerd by the GSA. This acquisition is subject to the North American Industry Classification System (NAICS) code of 561210.
