- N00164-10-R-GS56 - VRLA AUTOMATIC BATTERY MONITORING SYSTEM (SOLE SOURCE) - FSC 7010 - NAICS 334515Anticipated Issue Date 09 APR 2010- Anticipated Closing Date 10 MAY 2010 This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government has a requirement for the Valve Regulated Lead Acid (VRLA) Automatic Battery Monitoring System (ABMS). The VRLA ABMS will be used on LOS ANGELES, OHIO, SEAWOLF and VIRIGNIA Class submarines. The ABMS is used to monitor battery cell and battery system parameters to ensure safe battery operations. The VRLA ABMS will interrogate battery sensor information for evaluation and transmission to various remote interfaces. A Firm-Fixed-Price contract for an initial quantity of 1 (each) ABMS's systems with options to purchase an additional 23 ABMS systems will be awarded. FOB Origin procedures will be followed. Provisioned items (spare parts) and a small amount of support services will also be required. Delivery of the first system will be required in March of 2011. This procurement will be negotiated on a sole-source basis with L-3 Maritime Systems, 9 Malcolm Hoyt Dr., Newburyport, MA 01950, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. The solicitation will be available on or about 09 April 2010 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps, and NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hardcopies of the solicitation will be mailed. Interested sources must download from the www site listed.
