- PRE-SOLICITATION NOTICE: The 62d Contracting Squadron announces the projected solicitation for an Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. This acquisition is for of a broad range of maintenance, repair and minor construction work on real property at Joint Base Lewis-McChord WA. The solicitation will be a Request for Proposal (RFP) and will be limited to eligible SBA Region 10 8(a) concerns. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance will consist of one base year plus four one year options estimated at $9,500,000 annually with a maximum total program of $47,500.000. The magnitude of construction is between $25,000,000 and $100,000,000. The NAICS code for this requirement is 236220, Commercial and Institutional Building Construction, with a size standard of $33.5M. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities web site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about April 14, 2010, and any other pertinent information; and for downloading their own copy of the solicitation package and drawings. Potential offerors must register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors must be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. Work under a SABER contract consists of real property maintenance, repair, remodel, alteration and minor construction projects to include industrial, commercial and institutional facilities located on Joint Base Lewis-McChord, WA. Work will be provided under multiple firm-fixed-price task orders issued as provided in the parent IDIQ contract. Firm-fixed-priced task orders issued under this SABER contract may range in value from $2,000 to $750,000. Each task order may involve a variety of construction trades. The SABER contractor shall provide all materials, labor, equipment, tools, transportation and ancillary items necessary to complete each project from conception to completion. As provided by the Air ForceFederal Acquistion Regulation Supplement 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R.
