Description
The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Request for Proposals (RFP) numbered VA-528-09-RA-0023, for a project entitled "Renovate Post Anesthesia Care Unit" The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The VA intends to release this INVITATION FOR BID (IFB) (SEAL BIDDING) with competition restricted completely to Service-Disabled Veteran-Owned Small Businesses. The applicable NAICS code will be 236220 "Commercial and Institutional Building Construction," with an applicable small business size standard of $14 Million. The estimated construction value of this project falls within the range of $500,000.00 and $1,000,000. 00. Bid, performance and payment bonding will be required to respond to this IFB once released. Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. SYNOPSIZING: The renovate Post Anesthesia Care Unit (PACU) project includes construction period services for the complete renovation of approximately 2,700 square feet of the existing PACU located in the second floor C wing and other occupied spaces located on the second floor core area. As part of this project an existing storage area combined with offices, conference room and corridor space are to be converted into a six (6) bed PACU. The entire renovation project will provide for upgrades and improvements including new windows and air handler to a department that was last renovated in 1983. Construction efforts are to provide a new modern state-of-the-art PACU in addition to replacing displaced office areas in the area where the PACU had been located. The Construction area is located on the second floor PACU suite and core spaces. Phasing of all construction efforts are strategic to ensure minimal disruption to the Medical Center and its daily function. In addition to work in the PACU areas all flooring within the OR suite will be replaced with new seamless flooring and there will be supplemental heating provided in the locker rooms. Flooring work in the OR suite will be broken into two phases each taking no more than 7 days to complete while working between the hours of 5 pm to 7 am. Access to construction area will be via scaffold and window opening. Removal of debris will be via covered chute and dumpster to help ensure minimal dust is raised during the project as the contractor will be responsible to address, minimize and control dust and airborne particulates from all construction activities during all phases of construction. Construction efforts affect but not limited to supporting mechanical, communications, data, computer/IT, network, life/fire safety, electrical, med gas, security and plumbing systems. The Contracting Officer will not be able to answer any questions to this notice until a the IFB is issued and only by Request for Information (RFI's)
