- The National Cancer Institute (NCI), Center for Cancer Research plans to procure on a sole source basis for cancer genetics/genome services to support the development of the Military Telegenetics Demonstration Project (MTDP) with BTR, Inc.; 11300 Corobon Lane; Great Falls, Virginia 22066. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541611 and the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for twelve (12) months from date of award. The objective of the procurement is to obtain the services a highly experienced Contractor in the field of cancer genetics/genomics, whose research is primarily concentrated in the fields of breast and colorectal cancers. Additionally, the proposed Contractor must have a PhD in nursing with a concentration in genetics, a minimum of ten (10) years experience as a health educator, has published journal articles relating to genetics nursing and research experience in breast and colorectal cancer screening to test families of those affected for increased risk of developing these cancers. The cancer screening is the basis for the development of the MTDP. The Contractor shall provide the following services for the development of the Military Telegenetics Demonstration Project (MTDP) as follows: 1.Development of peer review to include standard operation procedures (SOP's); provider screens; patient information sheets and provider brochures 2.Development of patient and healthcare provider information, materials and screens for electronic Health Assessment Tool (HAT) deployment 3.Development of the demonstration project protocol; target population; specific aims; methods; outcome measures; planned statistical analysis; regulatory review and approval of protocol 4.Coordinate orientation; launching and recruitment for protocol 5.Provide statistical analysis related to participant age, gender, ethnicity, personal and family history of cancer, and number of individuals in the average risk, increase risk, and specific evidence of inherited susceptibility risk category. 6.Dissemination of MTDP to the Military Healthcare Community within the NCI for the purpose of assessing diagnostic accuracy and impact of service delivery by healthcare providers to patients with an inherited susceptibility to cancer. This technology will further influence telegenetic research at the NCI. The proposed contractor is uniquely qualified to perform these services for the NCI based on the following considerations: Experience in growing primary multiple myeloma tumor cells and multiple myeloma cell lines in tissue culture; Knowledge on establishing the conditions for isolating and growing normal B-lymphocytes in tissue culture; Use of combinations of cytokines which enable these cells to differentiate into normal plasmablasts and plasma cells, which are the normal counterpart of multiple myeloma tumor cells; Extensive experience in the construction and use of lentiviral agents to efficiently introduce exogenous genes into quiescent or minimally proliferating normal and tumor cells; Experience in lentiviral vectors to express several of the genes that are likely needed to generate cell lines from primary myeloma tumor cells; Experience in developing a number of specialized cell and molecular biological procedures necessary to efficiently carry out the proposed experiments. BTR, Inc. is the only organization known to the NCI capable of providing the required services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on March 30, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
