Description
This synopsis is to announce the intended negotiations, on a sole source basis, for Engineering Services/Depot Activation for organic repair capability applicable to the AN/APX-113, Combined Interrogator and Transponder (CIT) Identification, Friend or Foe (IFF), NSN 5895-01-562-2351. The organic repair facility must be able to fully test and repair the CIT, part number 1003001G-56 and 1003001G-60 (or the appropriate dash number installed on the USAF and FMS F-16s at the time of contract award), and the Beam Forming Network, part number 1003002G-6. This capability is to be installed at the Air Logistics Center in Warner Robins, GA. The proposed contract includes the following deliverables: Technical Data Packages and Manuals, Equipment and Tooling, Familiarization Instruction consisting of Classroom and On the Job Training, On-Site/On-Call Technical Support, other program management, engineering, and configuration management items. Buyer requests that this contract cover a performance period of four years from date of issuance of contract. This effort is anticipated to be awarded as Firm Fixed Price. This is a limited source procurement, the Government intends to solicit BAE Systems Information and Electronic Systems Integration Inc., 450 Pulaski Road, Greenlawn, NY 11740-1606 CAGE: 80249 for the effort described herein. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1): Supplies (or services) required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. This synopsis is NOT to be construed as a commitment by the Government or as a Request for Proposals. Responsible sources may submit a capability statement, which shall be considered by the agency, to Carol C. McMillar at Carol.McMillar@robins.af.mil. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
