Description
Intent to Acquire Using Other than Full and Open Competition This procurement action is being conducted under the authority of FAR 6.302-1, whereas there is only one responsible source and no other supplies or services will satisfy the agency's requirements. TSA budgets, staffs, and manages over 40,000 employees at more than 400 locations. For the last four years, in order to ensure that personnel resources are scheduled and used as effectively and efficiently as possible, TSA has utilized an automated schedule optimization and administration software, SABRE StaffPlan and SABRE StaffAdmin. This Notice documents the Transportation Security Administration's (TSA) intent to contract using other than full and open competition for licensing and maintenance associated with the use of SABRE StaffPlan and SABRE StaffAdmin software applications for up to 18 months. It is anticipated that there will be a base period of 6 months with two (2) 6 month options. TSA is in the process of reassessing its scheduling and operational requirements, including, those requirements for the functionality provided by SABRE StaffAdmin and SABRE StaffPlan. Until final requirements are documented, it is necessary for the TSA to continue using the SABRE products mentioned above to ensure the efficient and effective management of Transportation Security Officer's work schedules nationwide. Failure to continue using the SABRE licenses will cause a significant disruption of scheduling TSO's and could lead to a potentially less effective security organization. Without a proper scheduling application in place, TSA would risk having periods of over and under staffing based on changes in staffing requirements throughout the day, week, and year. The absence of these SABRE software applications would also prevent TSA from effectively budgeting the workforce and could potentially lead to over and understaffing between airports as a result of constantly changing screening equipment and flight activity. Accordingly, the TSA intends to award a contract to SABRE Incorporated, 3150 Saber Drive Southlake TX 76092-2100. This contract will address the requirements of TSA's Office of Security Operations (OSO) work. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received fifteen days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
