- RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE NASA DRYDENFLIGHT RESEARCH CENTER (DFRC) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY ANDREINVESTMENT ACT OF 2009 TO ISSUE A DELIVERY ORDER UNDER A GSA CONTRACT FOR A 50,000GALLON CAPACITY FUEL STORAGE TANK.DFRC intends to purchase one 50,000 gallon capacity fuel storage tank. The specificationsare listed below.50,000 gallon capacity Tank single wall minimumIntegrated secondary containment for portabilitySuitably coated for Aviation fuel useWater Thief pump to remove any accumulated waterFuel quantity system to determine fuel delivery and offloadingAlarm System to prevent overfillingDesigned for portability and movement to another area if desiredCatwalk and ladder to access top of tankPump to load, unload and recirculate fuel. Electric motor must be explosion proof.Must include 300 GPM two stage filter separator. That elements conforming to API 1581,5th edition, Category M. The vessel is manufactured in accordance with American Societyof Mechanical Engineers ASME (stamped and registered). The vessel is equipped with awater float assembly which shall stop the flow of fuel when activated by the excessivewater in the filter vessel. Also there will be an automatic air eliminator and emergencypressure relief valve; these will be piped directly into the tank. Vessel shall beequipped with a spring loaded water drain valve.A relaxation tank built to ASME Code shall be incorporated into the fuel system. Thistank will be150 gallons and allow the fuel to relax for 30 seconds.Floating suction installed to minimize contaminationSample connections shall be provided upstream and downstream of the Filter Separator.Sample connections are equipped with dust plug and interlock valve. The valve preventsconnection of test apparatus while the system is under pressure.One 3 A-Frame loading armOne D-2 single point nozzle equipped with mesh strainer, bonding wire, swivel and dustcapDeadman control is required to operate starting and stopping of fuel flow for alloperations. The deadman control shall include 50 of cord. Cord to be stored at thepumping platform.This purchase order is wholly funded under the American Recovery and Reinvestment Act(ARRA) of 2009 and as such is subject to all requirements imposed by the legislation.These requirements are mandatory and are subject to monitoring and auditing by theGovernment throughout the purchase order performance period.
