The program summary of this BAA is as follows: The Sferics-based Underground Geopositioning (S-BUG) program seeks to counter the inability of the Global Positioning System (GPS) to provide mapping (i.e., surveying) and navigation for personnel or equipment in underground facilities, tunnels, building basements, and caves. The goal of the program is to develop globally-robust underground geopositioning technology based on signals-of-opportunity (SoOP) and to produce a non-form/fit functional prototype for a demonstration of the capability. The SoOP can be natural signals such as atmospheric signals ("sferics") generated by worldwide lightning strikes, gravity fields and geomagnetic noise, and manmade radio emitters not originally intended for underground location and navigation (such as communications transmissions). While the SoOP may be augmented for time synchronization or signal calibration purposes by through-the-earth (TTE) communications or other transmissions, the development of navigation beacons is not a focus of this program. The navigation system may include additional navigation sensors (e.g., an inertial navigation unit) to aid the navigation solution, but absolute geopositioning is expected to come from SoOP. In Phase 1 of the S-BUG program, above- and below-ground sferics signals were collected to evaluate the feasibility of using sferics as a globally-ubiquitous SoOP for underground navigation. Preliminary analysis indicates that both horizontal and vertical (depth through the earth) position estimates with GPS-quality location accuracies are achievable. To meet the S-BUG program goals, DARPA seeks innovative proposals for the design, development, and demonstration of a SoOP-based non-form/fit prototype for non-real-time mapping/surveying missions and real time navigation underground. Proposals are expected to address all of the following technology areas: receiver and processing hardware, signal processing and navigation algorithms, system performance modeling, and systems integration. This BAA is soliciting proposals for Phase 2 and Phase 3 of the S-BUG program. Compliant submissions require a full technical proposal encompassing the technical areas described above and full cost proposals for Phase 2 (Base) and Phase 3 (Option 1).
