All offers shall bein the English language and in U.S. dollars. All interested suppliersmay submit an offer. Specifications, plans, or drawings relating to the procurement describedare incomplete or not available and cannot be furnished by theGovernment. This part required engineering source approval by the design controlactivity in order to maintain the quality of the part. Existing uniquedesign capability, engineering skills, and manufacturing knowledge bythe qualified source(s) require acquisition of the part from theapproved source(s). The approved source(s) retain data rights,manufacturing knowledge, or technical data that are not economicallyavailable to the Government, and the data or knowledge is essential tomaintaining the quality of the part. An alternate source must qualifyin accordance with the design control activity's procedures, as approvedby the cognizant Government engineering activity. The qualificationprocedures must be approved by the Government engineering activityhaving jurisdiction over the part in the intended application.
