Description
DISCLAIMER - This Sources Sought Notification is a follow-up to the SSN for Linguist/Interpreter Suppor Services posted on FedBizOpps on 24 November 2009, with a suspense date of 10 December 2009. Due to recent case law (No. 09-864 C, Mission Critical Solutions v. The United States, E-Filed 26 February 2010, Refiled 2 March 2010, 35 pages), USSOCOM is conducting additional market research to determine if there are qualified HUBZone small businesses available to perform the requested services. (end disclaimer) This is a Sources Sought Notification/Synopsis, for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. USSOCOM is anticipating to award a single-award IDIQ via a competitive HUBZone source selection. USSOCOM is seeking possible sources to provide foreign language interpretation, transcription, reporting, and translation services (NAICS Code 541930) in support of various units and troops for USSOCOM. Attached to this synopsis is a high-fidelity statement of the requirements. To gain explicit access to this information, Contractor Personnel must be categorized within FBO with the proper NAICS Code for this requirement. This precaution has been established to limit the dissemination of sensitive unclassified information. To gain access to the explicit access document, please request via this FBO posting. Comments on this NAICS Code and suggestions for alternatives must include supporting rationale. After gaining access, parties that are interested are requested to submit a statement of capability outlining past work that is related to this requirement as stated above. The statement of capability shall include: I. Contractor Name a. Address b. Point of Contact (POC) c. POC phone number(s) and e-mail addresses d. Cage code e. Anticipated teaming arrangements (delineate between work accomplished by prime and work accomplished by teaming partners) II. Description of Relevant Contract Experience (Government and Commercial) a. Contract number b. Description of the requirement c. POC for the requiring activity d. POC address, e-mail phone number(s), fax number and the company's web page, if applicable III. Does your firm have the capability to handle a cost-type contract? a. Provide a recent (past 24 months) DCAA audit report stating that your accounting system is acceptable (for a cost-type contract) b. POC information from DCAA IV. Does your firm have a Facilities Security Clearance (FCL) approved by Defense Security Service (DSS)? a. If so, to what level? b. Provide the FCL approval documentation c. Is your firm approved and capable of storing classified material? d. If so, to what level? e. Provide documentation approving storage of classified material f. POC information from DSS g. POC information for the individual within your firm that is responsible for Security Contractors capable of providing these services should submit a Statement of Capability containing the above reference information via e-mail to john.paitson@socom.mil, the Contract Specialist. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP. Requests for additional information regarding this requirement must be emailed (in writing) and submitted to the Contract Specialist and the Contracting Officer. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence, for documentation purposes.
