Description
The Department of Veteran Affairs at VA Sierra Nevada Health Care System will be issuing a solicitation for the reprocurement of the construction of a two story building for Outpatient Mental Health Services at VAMC Reno, NV. The project will provide a new 15,000 SF building with 42 offices, four conference rooms, waiting room and various support closets/rooms. The anticipated cost magnitude is between $5,000,000 and $10,000,000. In accordance with Public Law 109-461, 38 U.S.C. Sec. 8127, this procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Any company desiring to do business with the Federal Government must be registered at www.ccr.gov. For the below definitions, the company must meet the small business size standards allocated to the NAICS Code. That code for this procurement is 236220 and the size standard is $33.5 million gross sales/year average over the last three years. Definition. For the Department of Veterans Affairs, "Service-disabled veteran-owned small business concern": (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Service-disabled veteran" means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). The solicitation with specifications and drawings will be issued no later than March 22, 2010.
