Description
On or about 30 March 2010, this office will issue Invitations for Bid for construction of the Oahe Switchyard Circuit Breaker Replacement, Oahe Dam, South Dakota. The solicitation will close on or about 05 May 2010. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should contact Kris Cleveland, US Army Corps of Engineers, Oahe Project, 28563 Powerhouse Rd, Pierre, SD 57501. Project Description: (Approx. quantities) Supply, replace and install 12 -230 kV oil circuit breakers (OCB) and an option to do 8-115 kV oil circuit breakers with SF6 gas breakers. This work requires a construction company that specializes in high voltage switchyard work. The contractor will be required to properly remove and disposes of the OCBs and associate oil and oil piping. The contractor will then be required to supply and install high-voltage cabling, fiber-optic equipment, SF6 breakers, capacitor voltage transformer(CCPDs), associated concrete pads, and all necessary accessories. Upon completion of installation the Contractor will test and commission all products. The estimated construction cost of this project is between $2,500,000 and $5,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 720 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
