Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION(SDVOSB SOLE SOURCE) 1. Agency/Contracting Activity: Contracting Officer Wilmington VA Medical Center 1601 Kirkwood Highway Wilmington, DE 19805 2. Description of Action: This acquisition is to obtain, by the use of Other than Full and Open Competition, re-cabling of all voice and data lines for the Wilmington VAMC in order to support the relocation of the demarcation and new telephone system. 3. Description of Services: a)Talihina Technologies LLC is a Service Disabled, Veteran Owned Small Business (SDVOSB). They currently provide the Wilmington VAMC with all facility cabling needs with previous awarded contracts and have been doing so for many years. One of the main facets of this contract is the complete re-cabling of our ground floor offices. Talihina has unique knowledge of this area having been the original contractor for this work. Their ability to identify the existing cabling and remove this cabling as needed for this portion of the project is something very unique to this contractor only. b) Talihina also has unique knowledge of the facility cabling pathways throughout the medical center. This contractors knowledge will result in less interruption to patient care and faster completion of the project, compared to another SDVOSB contractor unfamiliar with this project. Talihinas experience and knowledge in the medical center with regards to its off site locations will be instrumental in the success of this project. They have helped to design and install the offsite solutions which couple this location to the main medical center phone system as well as provide emergency phone service to these off site location if they should suffer a phone outage. Any other vendor simply would not have this knowledge which is needed in order to supply uninterrupted phone service to these locations during the installation of the new system. c)Wilmington VAMC currently has its PBX and data/voice demarcation installed in a partially underground room. This room poses many environmental challenges. Large steam pipes transit the room causing high temperatures and the potential for water damage should one of the pipes burst. The purpose of this demarc project, that is related to this project, is to relocate the current demarc from its current location to an environmentally safe area and install a new PBX in this same location. Talihina will be performing all the cabling work for this demark project. The new location for the phone switch is the existing server room on the 2nd floor of building. This room has UPS and generator back up electrical systems, temperature monitoring and advanced security. 4. Statutory Authority: Acquisition by other than full and open competition is provided under the authority of 41 U.S.C.253 (c) (1) and FAR 6.302-1 (a). 5. Reason for Authority Cited: Under the Authority of 41 U.S.C.253(c) (1) when supplies or services required by agency are available from only one source and no other type of supplies or services will satisfy agency requirements, full an open competition need not be provided for. 6. Efforts to Obtain Competition: A special notice will be posted to FedBizOps with the sole source justification before an award is made to Talihina Technologies LLC. 7. Contracting Officer Determination: The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based on VA communications personnel technical approval and price of contractors quote. 8. Market Survey: A market survey was conducted and it was found that the Small Business Dynamic Search and VetBiz search failed to provide contractors that could provide the capabilities for this requirement. 9. Other Interested Sources: None 10. Actions That Will be Taken to Overcome Barriers to Future Competition: Make every effort to obtain competition. 11.
