- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Submit proposal and documentation of capabilities in response to NRMGA000-10-08897DG. (III) The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. (IV) This is for purchase of the following commercial items: Upgrade of existing MP61 antenna pedestal (government furnished equipment) to be compatible with two other MP61 antenna pedestals used by the National Severe Storms Laboratory (NSSL) on its mobile platforms. (VI) Description of requirements is as follows: This antenna pedestal was originally used as part of the SCR-584 radar set by the military and obtained from an Army surplus depot. Work order elements: - On site Inspection of a MP61 antenna pedestal to determine what parts in NSSL's spares inventory will be required to upgrade and test the MP61 antenna pedestal. - Transportation of the pedestal to contractor site where the upgrade will be performed. - Removal of existing selsyn transmitters, wiring. - Fabrication and installation of selsyn transmitter port covers. - Fabrication and installation of servo motor to pedestal adaptors and motors. The servo motors that are to be installed are Parker Hannifin Corp Model N0924KE (GFE). - Disassembly and inspection of azimuth drive train and slip ring assembly. - Clean and repack upper and lower azimuth shaft bearings, replace seals. - Refurbish and rewire slip ring assembly with 31 - Shielded signal conductors and 12 - #14 AWG conductors for servo motors and ancillary equipment. - Remove elevation limit switch assembly and wiring. - Fabrication and installation of optical limit switches for azimuth and elevation axis. - Fabrication and installation of active azimuth and elevation drive oiling systems. - Modify pedestal access panels to accept servo motors and oiling systems. - Install new seals on antenna pedestal access panels. - Test the pedestal operation using Parker Gemini 6K2 Controller (GFE) and Parker GV-H20E Servo Drive (GFE). Pedestal Operating Conditions: -20 to +50 degrees C. Relative humidity: 0 percent to 95 percent condensing. Altitude: 0 to 3 km. Rain: 2 inches per hour. Wind: 125 MPH operational, 155 MPH survival. (VII) Place of delivery is National Severe Storms Laboratory, 120 David L Boren Blvd., Norman, OK 73072. Delivery shall be FOB Destination. (VIII) The modified MP61 pedestal shall be delivered to the NSSL facility no later than 90 days ARO. The NSSL facility is located at the National Weather Center, 120 David L Boren Boulevard Norman, OK 73072. The government shall perform inspection and acceptance within 30 days following delivery of the pedestal. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. In addition to written price quotes, offers are instructed to provide documentation of compatibility with existing systems used by National Severe Storms Laboratory (NSSL) and descriptive literature. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: ability to provide services for existing systems within time restraints required by NSSL. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: (19), (20), (21), (22), (38). (XIV) The Government intends to award a firm-fixed-price order. (XVI) Proposal with substantiating documentation, including history of work on similar types of equipment, is required to be received in the contracting office no later than March 31, 2010.
