Description
The Internal Revenue Service (IRS) intends to issue a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract for an Econometric Analysis in Support of Tax Gap Estimation. The objective of this contract is to provide the Internal Revenue Service (IRS) Office of Research with expertise in econometric and statistical analysis for use in estimating the tax gap and conducting related research. The contractor will assist the IRS in the design of statistical and econometric procedures for analyzing data in order to update the gross individual income tax gap. This assistance may include: identifying appropriate statistical methods for analyzing data taking into account unique characteristics of the sample such as examiner classification of returns and the deployment of calibration audits, developing computer algorithms in a high-level programming language, conducting econometric analysis on data extracts provided by the IRS that produce inputs for the IRS' tax gap model, and providing other technical expertise to assist the IRS in performing additional in-house analysis. The contractor must have the following expertise: familiarity with the methodology used by the IRS for tax gap estimation, knowledge and experience with the design of detection control methods using taxpayer data, knowledge and experience with econometric analysis of large databases of taxpayer data, and familiarity with data produced by the IRS National Research Program (NRP). The IRS Office of Research has identified B. Erard & Associates of Reston, VA as the sole source to provide the analysis. Responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail, no later than 15 days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to B. Erard and Associates.
