- Request for Proposal (RFP) is for the purchase of 30,000 each min/96,000 each AEQ/120,000 each max each of Jacket, Soft Shell (Mid-Weight), Cold Weather (ECWCS Generation III) Universal Camouflage Pattern (UCP), Layer 5. Four (4) 100% mandatory term options will be included for the same quantities as the base year cited above. National Stock Number is 8415-01-538-6808(s). Offers are to be based on FOB Destination to the New Cumberland, PA depot. Production Leadtime is 120 days after date of award for three deliveries. Purchase Description (PD) GL/PD-06-05 dated Dec 28, 2007 and Pattern Date June 19, 2007 are applicable. Copies of the PD and single size pattern can be obtained through http://www.dscp.dla.mil/Portal/sreqfrm.aspx. This information will not be available through this link until the solicitation is issued. Request for proposal SPM1C1-09-R-0092 will only be available through DIBBS. A technical proposal with 1 Product Demonstration Model (PDM) and an Experience/ Past Performance technical proposal will be required with your offer. THIS MEANS THERE WILL NOT BE A SOLICIATION YOU CAN DOWNLOAD FROM DIBBS UNTIL SOMETIME IN APRIL. The RFP will be issued as a HubZone Small Business Set-Aside, therefore only certified HubZone small businesses may offer. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
