Description
***ESTIMATED ISSUE DATE OF COMPLETE SOLICITATION AND SPECIFICATIONS ELECTRONICALLY IN FEDERAL BUSINESS OPPORTUNITIES IS APRIL 1, 2010. *** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications. Work includes replacement of two culverts and building of simulated streambeds, one at Luyne Creek and one at Fox Hollow Creek. Luyne Creek: The road may be closed during construction. The failed corrugated metal pipe will be removed. The temporary bridge will be disassembled and stored at the designated site. The stream will be reconstructed using a precast concrete box with wingswalls and curbs. The structure will be countersunk four feet below the reconstructed streambed. Stringent dewatering, erosion and sediment control measures will be required. A new simulated stream will be built. The roadway will be reestablished to the existing alignment and asphalt surfacing replaced. During construction, disturbance to the adjacent private property will be kept to a minimum and any alteration will be restored to the extent possible. Fox Hollow Creek: Two failed steel pipe culverts. The first stream is a small tributary. The culvert will be removed, rodway rebuilt and a new stream channel will be built to connect the tributary to the main stream upstream of the roadway. The second pipe will be removed and replaced with a pre-cast concrete 3-sided box culvert with wingwalls and poured in place footings. Simulated streambed rock will be placed inside the structure, adjacent stream channel and new stream channel and shaped to simulate a natural channel. Large riprap is to be placed at the corners of the culvert. Stringent dewatering, erosion and sediment control measures will be required. The road surface will be reconstructed with aggragate except for the portion over the new structure. The road will be closed and gated. This project is located on the Eugene Bureau of Land Management, Lane County, Oregon, and will be administered by the Willamette and Siuslaw National Forests. The Government’s estimate is between $500,000 and $1,000,000. The successful offeror shall be required to submit Performance and Payment Bonds (100% each) prior to start of work. This proposed procurement listed herein is set-aside for HUBZone firms in accordance with the Historically Underutilized Business Zone (HUBZone) Act of 1997.
