Description
The purpose of this announcement is to make notice that the U.S. Forest Service contemplates releasing a solicitation numbered AG-024B-S-10-0008 on or about March 25, 2010 for a large fire cost review. If the solicitation is released, it will be released through this FedBizOpps website, and prospective contractors should the FedBizOpps website on or about 25 March to obtain a copy of the solicitation. All future information about this acquisition will be distributed solely through this website. Project Description: The contractor will be responsible for bringing together a diverse team with expertise in the areas of wildland fire management, land management, risk management, and wildfire suppression strategies. The contractor will recruit skilled personnel from other land management and response agencies, and possibly other countries, to review the agency’s response to wildfires. This might include specialists from the military, academia, industry, and emergency agencies for expertise in land management, wildland fire management, risk management, and large field operations involving ground and air assets and catastrophic threats to the public. The contractor will coordinate and oversee the work of the Independent Panel. The panel is tasked with examining and reporting on fire suppression costs for wildfire incidents during Fiscal Year 2009 where federal expenditures exceeded $10,000,000. The panel’s purpose will be to determine if the agency exercised fiscal diligence in managing specific incident suppression activities. This panel is not expected to complete an exhaustive fiscal audit of all incident phases. Rather, the focus will be on evaluating how these large fires were managed. The Review objectives for this year’s panel should focus, as possible, on the following areas: •Evaluating the risk-based management of these large fires from a systems standpoint – from planning and decision-making through implementation and the outcomes that resulted. For each of these stages, people, skills, and technology should be assessed and what in the system worked well and what in the system needs to be improved should be identified. •Assessing the utilization of new processes, guidance, expectations and tools that have changed the business of fire management in recent years in an effort to determine the impact these changes have had and develop a baseline for comparison in future years as these efforts mature. •Determining whether the agency’s current review process is yielding positive changes and identifying ways to improve the agency’s current fire review processes. If the panel finds instances where the agency may not have executed prudent fiscal decisions with respect to public/firefighter safety, natural resource, and private property protection, estimate the proportions of appropriate and excess suppression costs (recognizing that “excess costs’ would be earmarked for return to the treasury based on end of fiscal year 2009 balances). Summarize findings in a report to the Secretary of Agriculture. Participation: This project is 100% set-aside for small business concerns. The NAICS code for this acqusition is 541620. The small business size standard is $7.0 million average income over the last three years.
