- DHS-NDA Past Performance Performance Work Statment Clins Clins Contract Administration Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-10-R-DBR013 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-16. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $7,000,000. The USCG anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract with five (5) consecutive ordering periods of one year each. Contractor is to provide 3100CG TRANSAS Electronic Chart Display and Information Systems (ECDIS) training sessions which meet the International Maritime Organization Standards of Training, Certification and Watch keeping (IMO-STCW/95). Each course shall be one (1)-week. A minimum of eighty (80) and a maximum of one hundred and forty-four (144) students total per year are expected to require training. All services and deliverables shall be in accordance with the Performance Work Statement (PWS) (See Attachment I). The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation is Lowest Price Technically Acceptable. Contract line items for this requirement are listed in Attachment II. Contractor's proposal shall provide a unit price per student on a Firm-Fixed Price basis for each CLIN on Attachment II. The Government will evaluate price proposals and may award a contract without discussions. Therefore, the offeror's initial price proposal should contain the offeror's best terms. Contractor's price proposal shall also include cost per student for ground transportation from nearest commercial airport to contractor's training facility and back. Enter this data on Attachment II. Price will be evaluated to determine whether it is fair and reasonable. The Government will evaluate proposals for award purposes by adding the sub-totals for the elements in attachment II. Ground transportation to/from nearest airport is not a separate price or direct cost under this contract. Nevertheless, USCG does reimburse its members/employees for this expense and it will be considered in analyzing price proposals. The Government may determine that proposal unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Contractor's proposal shall document whether it is certified as an Educational Institution to provide 3100CG TRANSAS ECDIS training with National Maritime Center (NMC). Refer to the NMC website http://www.uscg.mil/nmc/gmap/findschool.asp Contractor's proposal shall document the ratio of students to simulators in accordance with 5.0 of the PWS (Attachment I). Contractors shall provide recent past performance information for services directly related and relevant to the services to be performed under the PWS. Past Performance describes how well you performed the work on other requirements. Relevant is defined as work that is pertinent to the PWS and is of the same quality of service, timeliness or scheduling and similar business relations. To be considered recent, the services must have been performed within the past three years. Contractors shall include three references consisting of : (1) the contract number; (2) the agency or company for which the work was performed; (3) a summary of the work product(s) and similarities with the requirements of this RFP; and (4) the name of the contracting and technical person(s) to be contacted with their address, telephone, email address and facsimile numbers. If there is no past performance information, please provide the following statement in your proposal "No Past Performance information available". Contractors shall forward attachment IV "Past Performance Questionnaire" to each of its references with directions to return the questionnaire directly to the contract specialist Diran Arslanian. The USCG reserves the right to utilize past performance information other than the information submitted with the quotations received in conducting the evaluation. A Contractor without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance, but will receive a neutral rating. The USCG may consider past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is considered relevant. A proposal will be determined technically acceptable if the contractor: (1) is certified, (2) meets the simulator to student ratio, and (3) has no negative past performance information. The provisions at FAR 52.212-1, Instructions to Offerors -Commercial items apply to this acquisition. The clause 52.212-4, Contract Terms and Conditions -Commercial Items applies to this acquisition and is incorporated by reference. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial, applies to this acquisition. Offerors are encouraged to submit your proposal via email to the following address: Diran.Arslanian@uscg.mil. If not emailed, proposals may be mailed to: Formal Contracts Division II, U.S. Coast Guard Headquarters (CG-9122), 2100 2ND ST SW, Washington, DC 20593. No facsimile offers will be accepted. Your proposal excluding 52.212-3 Offeror Representations and Certifications-Commercial Items shall be limited to 30 pages with page numbers in sequential order. Minimum font size is 11 points. Page size is 8.5 x 11". Emailed proposals will be printed in black & white. All questions shall be submitted by email to Diran.Arslanian@uscg.mil no later than 4 PM eastern time not later than March 25, 2010. Offerors are encouraged to use email for all questions and correspondence related to this solicitation. It is each offeror's responsibility to ensure the proposal (in total) is received no later than 4 PM eastern time on the due date of April 12, 2010. Offerors are hereby notified that proposals not received by the date and time specified in this announcement will not be considered.
