- This solicitation is funded under the American Reinvestment and Recovery Act and will be subject to additional clauses associated with that Act. The National Park Service is seeking a contractor to furnish all materials, labor and equipment necessary to evaluate, design, and repair the stone paved drainage ditches at the Meriwether Lewis site on the Natcehz Trace Parkway by providing a professional evaluation of the type and extent of the preservation actions that should be conducted. The contractor will then make repairs as specified in the accepted document and in accordance with the recommendations presented by the contractor. In general, the work must conform to the Secretary of the Interior's Guidelines for Rehabilitation. "Rehabilitation" is defined as "the process of returning a property to a state of utility, through repair or alteration, which makes possible an efficient contemporary use while preserving those portions and features of the property which are significant to its historic, architectural, and cultural values." Rehabilitation assumes that at least some repair or alteration will be needed in order to provide for an efficient contemporary use; however, these repairs and alterations must not damage or destroy materials, features or finishes that are important in defining the stone ditches' historic character. All work will be performed under a single contract. This project is located at the Meriwether Lewis Site at milepost 386 on the Natchez Trace Parkway in Lewis County, Tennessee. Magnitude of this project is $25,000 to $75,000. Procurement is being conducted under full and open competition procedures under the Small Business Competitiveness Demonstration Program. The applicable NAICS code for this project is 238990 with a size standard of $14.0 million. This notice is not the solicitation. The solicitation package will be available on or about April 1, 2010, with original bids due on May 3, 2010 (see solicitation for exact date and time bids are due). The solicitation will be issued as an Invitation for Bids electronically on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov/j2ee/login.jsp. Paper copies of the solicitation will not be made available. The Standard Form 1442 is available at the website by clicking on the "printer friendly form" link. The remainder of the solicitation (including all pertinent attachments) is available at the site by clicking on the link "clauses and attachments," which is located in the blue box near the middle of the screen.
