Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZ one concerns, Service-Disabled Veteran-owned Small Business concerns (SDVOSB), or for Small Businesses. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for DRYDOCK repairs to the USCGC HICKORY (WLB 212), a 225 FOOT Seagoing Buoy Tender. All work will be done at the Contractor's certified facility. This vessel is geographically restricted to the United States West Coast. The USCGC HICKORY (WLB-212) is home ported at Homer Alaska. The performance period will be Seven (7) calendar days with a start date on or about April 10, 2010 through April17, 2010. The scope of the acquisition is for dry-dock & repairs to the USCGC HICKORY (WLB-212). The proposed work items include but are not limited to: To conduct seal renewals on both the forward and aft thrusters. Potential Controllable Pitch Propeller (CPP) System seal renewal upon inspection and test by Ship's Force when in dry-dock. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. In accordance with FAR 19.1305, if your firm is HUB Zone certified or FAR 19.1404 if your firm is Service-Disabled Veteran-owned Small Business or FAR 19.501 if your firm is a Small Business and intends to submit an offer on this acquisition, please respond by e-mail to; Jack.E.Rodman@uscg.mil or by fax at (510) 637-5912. You must include: (a) a positive statement of your intention to submit a proposal for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact telephone numbers; (c) past performance references with points of contact, telephone numbers. At least two (2) references are requested, but more are desirable. Your response is required by March 22 at 2:00 pm, Pacific Standard Time. Contractors are reminded that should this acquisition become a Hub zone set aside, FAR 52.219-3, Notice of Total Hub zone Set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. Contractors are reminded that should this acquisition become a Service-Disabled Veteran-owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above information must be submitted in sufficient detail for a decision to be made on a HUB Zone, Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside or a Small Business set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUB Zone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOpps website at http://www/fedbizopps.gov.
