- (Subject Continued) Harry S. Truman Power Plant This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provide Field support for calibrating, inspecting, programming and troubleshooting (6) six Woodward Governors with Atlas VX controllers and associated governor equipment at the Harry S. Truman Power Plant 29564 Powerhouse Rd Warsaw, Missouri 65355 The Government will make one generating unit available for tuning at a time. Government personnel will be made available to assist as necessary. Normal working hours are Monday through Friday 06:00 a.m. to 4:30 p.m., excluding Federal Holidays. Work outside these hours requires approval in advance by the Power Plant Superintendent. Tuning of Unit #1 requires contractor to provide and install a new MLDT kit on blade servo Unit #1. Governor tuning requires checking Atlas controller inputs and outputs while monitoring controller software for correct response, calibrating all tunable parameters and sensors. During calibration or testing, the contractor shall investigate all abnormal governor control functions. Provide necessary Atlas controller programming to eliminate abnormalities. This is a list of known abnormal governor functions and interfaces with other equipment. 1. Unit #1 - synchronization problem. Check governor parameters. 2. Unit #6 - Atlas controller requiring reboot after unit shutdown. 3. Unit #6 When loaded does shutdown with no alarms or operator input 4. Some governors let Unit over-speed slightly upon startup. 5. All Atlas controllers at various times Open GM breaker on selecting Stop from OIT causing load rejection instead of ramping down. (Units 3 and 4 mainly) Contractor shall provide 4 complete sets of as-left Governor programming sheets, neatly bound in 11x17 format and provide final report with calibration worksheets for each unit with status of unit in as-found condition and as-left condition within 30 days of completion of on-site service.
