- Please note the below has been modified. The synopsis initially mistakenly stated that the Government intends to award this effort as a sole source delivery order to the Bell-Boeing Joint Program Office; the below revised synopsis now correctly states that the Government intends to award this on a sole-source basis to Triumph Gear Systems, the Original Equipment Manufacturer (OEM) of the Pylon Conversion Actuator (PCA). NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with Triumph Gear Systems (TGS) for the procurement of the design, development, manufacture, and testing of one (1) V-22 Pylon Conversion Actuator (PCA) Test Stand with one (1) associated Hydraulic Test Program Set (HTPS). This test stand will be used at Depot Level of maintenance to test, fault isolate, and re-qualify the PCA as being Ready For Issue (RFI) into the fleet. Also included in this acquisition is a quantity of two (2) Backup Hydraulic Power Drive Units needed to support Depot testing, along with associated Technical Data. The Navy does not own specifications, drawings, and related data to permit full and open competition. TGS is the Original Equipment Manufacturer (OEM) of the V-22 Pylon Conversion Actuator and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to design, develop, and manufacture this V-22 Peculiar Support Equipment (PSE). The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
