****ATTENTION****ALL FORMAL COMMUNICATION RELATED TO THIS ACQUISITION MUST BE DIRECTED TO: Hazel Ervin, Contract Specialist, email: hazel.ervin@us.army.mil. No telephone calls will be accepted. PRON: AX0F0398AX, NOUN: Cover, Seat Frame, AI; NSN: 1680-01-566-4739; P/N: MBCS10679, Quantity: 100 each on a one time firm fixed price type contract applicable to UH-60 with deliveries to Texarkana, TX. Required delivery is 100 each 275 Days After Contract Award (DACA). This requirement is restricted to Martin-Baker America, Inc. (CAGE: 1Q842) because the design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration. Limited acquisition from the present source is anticipated pending configuration changes. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activitys procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Based on the Technical review, there is reasonable technical basis to conclude that the item required by the agency is currently available only from the source, identified by their Contractor and Government Entity (Cage) 1Q842. Adequate technical data is not available for this acquisition. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). All responsible sources may submit an offer which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation however; solicitation will not close prior to the closing date stated above. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies.
