Description
Synopsis:THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (VAMC) New Jersey Healthcare System, Lyons NJ Campus, intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract to provide all tools, materials, equipment and labor necessary to install an Underground Steam/Condensate Line starting at manhole No. 16 and extending across the golf course to the terminal point manhole 21 at Knollcroft Road at the Lyons Campus of the VANJHCS for project 561A4-09-321 Replace Steam & Condensate Line "(RECOVERY ACT). The scope of work shall include an underground reinforced concrete steam trench system which will contain one new steam and one new condensate line between the locations identified above. The trench box will be installed with removable covers. Included in the scope of work is the installation of an underground sub drain system. The scope will include temporary fencing, the removal from the site of excess soils and debris, and the complete restoration of all disturbed areas. This work will be done in compliance with all VA, OSHA and New Jersey state regulations. All work will adhere to the drawings and specifications as provided by Stanton & Chow a division of Hatch Mott MacDonald, Jersey City New Jersey. Work is to be completed within 275 calendar days from the notice to proceed. Specifications and Drawings for submitting a bid will be available upon Solicitation at (http://www.fedbizopps.gov/) in approximately 14 days. All respondents must be registered in the CCR database (http://www.ccr.gov) and complete online Representations and Certifications at (http://orca.bpn.gov), along with Vets 100 at (http://vets.dol.gov/vets100/). Bidders must be registered in VetBiz at (http://www.vetbiz.gov/). Amendments to the solicitation will be posted at (http://www.fedbizopps.gov/). All parties must obtain amendments to the solicitation through this web site. Hard copies will not be mailed. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List. All questions must be submitted in writing to the issuing office via email to (Donald.Leonard@va.gov). The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions must be in hardcopies. No faxed or e-mailed bids will be accepted. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer. NO hardcopies will be available; NO telephone inquiries will be responded to; and all questions must be in writing and will ONLY be accepted up to ten (10) calendar days prior to bid opening. Award is subject to the availability of funds. This notice is provided for informational purposes only. This project is being funded from the American Recovery and Reinvestment Act of 2009. Issue Date is tentatively scheduled for March 31, 2010. The Pre-bid meeting/Site-visit will be announced upon Solicitation issuance. Bid Opening Date is tentatively scheduled on or about April 30, 2010, at 2:00 P.M. (local time), at the Department of Veterans Affairs; James J. Peters VA Medical Center; 130 West Kingsbridge Road; Room 9B-62 Bronx NY 10468-3904. The exact date may vary depending on issuance of the solicitation. The applicable NAICS Code is 238220, with the applicable size standard being $14.0 million. Cost range is between $2,000,000.00 and $5,000,000.00.
