Description
The General Services Administration plans to solicit Catering and Cafeteria Food Services under NAICS code 722310 at the John J. Moakley Federal Courthouse, 1 Courthouse Way, Boston, MA 02210. The contractor shall establish and operate in the contractor's name the noncommercial food service facilities for the purpose of dispensing food, nonalcoholic beverages, catering services, and other items as may be authorized by the Contracting Officer, in accordance with all terms and conditions specified. This cafeteria is to be operated for the benefit of approximately 1,000 employees who will be occupants in the building and persons visiting the building each day. The contractor should aim to: •Deliver food and beverages at attractive price options that are healthy, organic and grown locally; and •Maintain operations in an environmentally responsible and sustainable manner. This is the first request for proposal by GSA that seeks to introduce measurable wellness and sustainability objectives into a concessions contract. This will be a contract with significant opportunity for the successful offeror to gain national media exposure. The specific beginning date is to be designated by the Contracting Officer, but shall be on or about August 1, 2010. The contract shall be for a period of 5 years effective with the beginning date specified in the Notice to Proceed. At the option of the Contracting Officer, it may be extended thereafter for two (2) additional 5 year option terms. In no event shall the contract period as extended, exceed a period of 15 years from the beginning date of the original contract. All contractor employees are required to be cleared through the Department of Homeland Security HSPD-12 Security Clearance Process. No contractors will be allowed to work within the above Federal Buildings without gaining a HSPD-12 Security Clearance. The solicitation and any announcements concerning these services shall be issued via Federal Business Opportunities (FBO.GOV). The Government shall not furnish any paper copies to vendors requesting copies. The solicitation shall be issued on or about March 30, 2010 with proposals due on or about April 30, 2010. The Contracting Officers plans to solicit this requirement without exclusions of sources. However, GSA strongly encourages participation by small businesses and the related socioeconomic categories of small disadvantaged, women owned, service disabled veteran owned, HUB Zone, 8(A) and veteran owned businesses.
