- This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal Request for Proposals (RFP) and/or other solicitations will not be issued. The Naval Air Warfare Center in conjunction with the Office of Naval Research (ONR) is soliciting proposals for applied research and advanced technology demonstration for the development of Radar-based Aided Target Recognition (AiTR) technology that will provide automatic target identification of Ships in Port; as described in the attached. The desired technical effort includes but is not limited to requirements definition, preliminary design, detailed design, software implementation, and laboratory testing of R-SIP-D. The objective is to develop the necessary automatic signal processing and target discrimination technology that will identify small and large combatant surface targets moving at sea. The contractor will develop and deliver an end to end system that includes noise suppression, detection, target, segmentation, and identification. The development goals that must be reached to meet the objectives for this R-SIP-D are: 1.A functional capability that meets or exceeds the R-SIP Performance Metrics (Appendix B) under the R-SIP-D Development Requirements and Constraints and the R-SIP-D schedule.2.Performance characterization results demonstrating the functional capability.3.Software implementation of the functional capability meeting the GFE Software Development Guidelines.4.Documentation of the functional capability, performance characterization, and software implementation. The Naval Air Warfare Center Weapons Division (NAWCWD).will not issue paper copies of this announcement;.reserves the right to select for award all, some or none of the proposals in response to this announcement;.reserves the right to fund all, some or none of the proposals received under this BAA;.will not provide funding for direct reimbursement of proposal development costs;.will not return technical and cost proposals (or any other material) submitted in response to this BAA. Awards will be in the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the FAR. SEE ENCLOSED ATTACHMENT FOR SPECIFIC INFORMATION AND FORMATTING THAT MUST BE FOLLOWED WHEN PREPARING PROPOSALS FOR THIS CONTRACTING EFFORT.
