- Title: Construction of HVAC Energy Upgrades at the Burlington Courthouse and Federal Building, Burlington, Vermont RECOVERY SOLICITATION #: GS-01P-10-BZ-C-0023 RECOVERY 2009 STIMULUS PROJECT Synopsis: The United States General Services Administration (GSA), New England Region, North Service Center Branch, has a requirement for the selection of a qualified contractor to undertake the construction of HVAC Energy Upgrades at the Burlington Courthouse and Federal Building in Burlington, Vermont. This project will be awarded as a firm fixed price contract, and the work will include but not be limited to: * Installation of carbon dioxide sensors and associated wiring and controls in 8 air handling units. * Integration of chiller controls with EMS to implement chilled water temperature reset. Utilize EMS control of the cooling tower fans to implement condenser water supply temperature reset control based on outside air dew point temperature. Replace cooling tower fan motors and install variable frequency drives on the cooling tower fans controlled by the EMS. * Updating boiler plant controls to optimize performance of boilers to include supply water temperature reset and installation of fuel air ratio controller on boiler burners. * Installation of heating water pumps variable speed drive controls and elimination of use of differential pressure bypass valve during heating cycle. * Miscellaneous HVAC System Enhancements: •1. Installation of EMS control of post office vestibule fan coil unit with setback temperatures. •2. Replacement and relocation of freeze stats to leaving side of dual temperature coil on six (6) air handling units that have had steam coils taken out of service. •3. Replacement of six existing pneumatic control valves in basement with electric control valves and removal of compressors. •4. Addition of EMS schedule control of five exhaust fans. •5. Insulation of condensate return tanks on the boiler feed system. The period of performance for this project is approximately 180 calendar days from date of Notice to Proceed. The estimated value of the project is $100,000.00 to $250,000.00. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The appropriate NAICS Code is 238220, Plumbing, Heating, and Air Conditioner Contractors with a size standard of $14.0 million dollars. This procurement is being solicited as "Unrestricted" in accordance with the Small Business Competitiveness Demonstration Program which means it is open to both small and large businesses. This posting also constitutes synopsis of the pre-bid opening notice. A pre-bid conference will be held at the Burlington Courthouse and Federal Building in Burlington, Vermont at a date to be determined. Advance notification of your intent to attend this conference is required due to building security.
