Description
The USDA Forest Service, Boise National Forest, intends to acquire by contract the trail bridge installations on National Forest System Trails (NFST) near Atlanta, Idaho and Smiths Ferry, Idaho. This project consists of trail bridge installations on National Forest System Trails (NFST) near Atlanta, Idaho and Smiths Ferry, Idaho. There are three (3) sites on the Hot Creek Trail near Atlanta: Bridge No. 3, Bridge No. 5, and Bridge No. 6. There are two (2) sites on the Sage Hen Trail near Sage Hen Reservoir: Bridge No. 1 and Bridge No. 2. Major items of work include: excavation and backfill primarily by hand tools; clearing and grubbing; furnish; transport – both by truck from manufacturer’s facility to a staging area and likely by helicopter from the staging area to the bridge locations; and install three treated timber log stringer bridges with abutments, backing planks, deck, rails, and footings and two treated timber glued-laminated stringer bridges with abutments, backing planks, deck, rails, and footings; demolition and disposal of the two (2) existing trail bridges, and clean-up. The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies; and shall perform all work required to complete the project as shown on the plans, shown on the manufacturer’s shop drawings, and as described in the Standard Specifications (FP-03) and Forest Service Supplemental Specifications (FSSS). Project Location(s): The three (3) Hot Creek sites are located on the Idaho City Ranger District, Boise National Forest, Elmore County, Idaho. The bridges are located on National Forest System Trail (NFST) 047 also known as the Hot Creek Trail which connects National Forest System Road (NFSR) 126 with NFSR 241 and is approximately 12 miles in length. NFST 047 designated motor use is open to motorcycles only. Mountain bikes and horses are also allowed on this trail. The two (2) Sage Hen Bridge sites are located on the Emmett Ranger District, Gem County, Idaho. The bridges are located on NFST 526 which is a short one mile loop trail on the northeast side of Sage Hen Reservoir. This trail is designated as a non-motorized walking trail only; exception will be given to the contractor during construction allowing for the use of off road motorcycles to access the bridge locations. None of the bridge locations are physically accessible by passenger car, pickups, or ATVs, The Hot Creek trail should be considered as an expert trail for off road motorcycle travel. Building materials that cannot be transported by motorcycle, foot traffic, or stock animals will require helicopter transport. Estimated Price Range – $100,000 to $250,000 The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about April 1, 2010. The period of performance for this project will be 168 days from the issuance of the Notice which is anticipated to be issued on or about June 1, 2010. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
