- LAF Synopsis The Large Aircraft Infrared Countermeasures (LAIRCM) Squadron is preparing to award a follow-on production contract action, for U.S. Government requirements and Foreign Military Sales (FMS) requirements, on a sole source basis to Northrop Grumman Corporation for the procurement and support of AN/AAQ-24(v) Infrared Countermeasures System. The AN/AAQ-24 system consists of laser transmitter assemblies, a processor assembly with resident operational flight program software, a control indicator unit (CIU), repeater assemblies, smart cards, and missile warning sensors (MWS).The contract shall provide for the acquisition of AN/AAQ-24(v) systems and shall include: Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), consumables, field support, repairs, support equipment, training, aircraft installation tools and support, systems engineering, program management, technical data, test assets, engineering changes to include peculiar user configurations and integration and/or production of evolutionary developments (developed or produced outside the purview of this contract), obsolescence, Reliability, Availability and Maintainability (RAM) upgrades, integration support, surveys and studies, C-130 aircraft modification design, C-130 aircraft modification kits, C-130 modification installations, and miscellaneous equipment and support. The contract shall provide acquisition of the above for a period of five (5) years. The required effort will include Firm-Fixed Price (FFP) line items for production hardware, including spares, support equipme! nt, and other well defined efforts; Time and Materials (T&M) line items for less defined engineering studies and analysis, installation support and Interim Contractor Support (ICS); Cost (no fee) line items for travel, transportation, and other direct costs where application of profit/fee would not otherwise be supportable; and Cost-Plus-Incentive-Fee (CPIF) line items for engineering changes and integration support. The U.S. Government contract has an expected value of $3.2B, over the five-year period. The AN/AAQ-24 system is already developed, tested, and proven to meet protection requirements for the C-130 variants except C-130J, C-17, C-5, C-40, C-37, CH-46, CH-53 and CV-22 aircraft as spelled out in the Multi-Command Large Infrared Countermeasures Operational Requirements Document (ORD) 314-92, and efforts are on contract or close to contract award for H-1, H-60, MV-22, C-130J and C-20 installation.
