- JUSTIFICATION FOR VETERAN OWNED SMALL BUSINESS (VOSB) orSERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACT AWARD 1.Identification of Agency and Contracting Activity: Contracting Officer Wilmington VA Medical Center 1601 Kirkwood Highway Wilmington, DE 19805 2.Nature/Description of Action: This acquisition is to obtain, by the use of Other than Full and Open Competition, 16 Stryker Stretchers from Alliant Healthcare Products (Veteran Owned Business) as described below: Stryker Stretcher-Model SM304 ZOOM -Stryker exclusive-Only manufacturer of a motorized stretcher -Completely eliminates physically pushing the patients weight during transport -Lift Assist coupled with Hydraulic Knee Gatch help to reduce care giver injuries -Integrated scale for accurate patient weight-prevents additional patient moves to scales, aids in Fall Prevention, and reduces Care Givers lifting of the Patients 3.Description of Supplies/Services See response in paragraph 2. 4.Identification of Statutory Authority: Acquisition by other than full and open completion is provided under the authority of 41 U.S.C.253 (c) (1) and FAR 6.302-1 (a). 5.Reason for Authority Cited: Under the Authority of 41 U.S.C.253(c) (1) when supplies or services required by agency are available from only one source and no other type of supplies or services will satisfy agency requirements, full an open competition need not be provided for. 6.Efforts to Obtain Competition: A special notice will be posted on fedbizopps.gov to notify contractors of the Governments intention to award this requirement to Alliant Healthcare Products, Inc. before the contract is awarded. 7.Contracting Officer Determination: The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based on pricing received from Alliant Healthcare Products and verification from the customer at the Wilmington, DE VA facility that the price is fair and reasonable. The Contracting Officer fully expects to be able to negotiate a fair and reasonable price. Stryker is the only manufacture of the Stryker Stretcher, Model SM304 Zoom. Stryker has only authorized Alliant Healthcare Products (VOSB) to sell this product. 8.Market Survey: A market survey was conducted on March 9, 2010 and the CCR Small Business Dynamic Search failed to provide any contractors that could provide the capabilities for this requirement. 9.Other Interested Sources: None 10. Actions That Will be Taken to Overcome Barriers to Future Competition: Make every effort to obtain competition. 11.
