Description
Background and Basic Requirements Program objectives are to provide Programmed Depot Maintenance (PDM), Partial PDMs for threats being upgraded, spare parts, technical data, and continued equipment operation through the design, development, integration, and installation of needed hardware, software, and firmware for AN/TPT-T1(V) systems and associated equipment to satisfy Combat Air Force (CAF) requirements for Electronic Warefare (EW) training. Use of existing or upgraded Unmanned Threat Emitter (UMTE) equipment designs and data, accomplished on other UMTE or UMTE Upgrade Program (UUP) contract efforts, is required. Specific Requirements The Contractor must be able to provide the following services: 1. Accomplish Programmed Depot Maintenance 2. Provide engineering technical support to resolve the following types of issues: a. Identify and solve parts obsolescence b. Identify and design solutions to high failure rate components (increase sustainability, and reliability) c. Design or assist with solution to evolving range integration issues d. Provide technical assistance to solve operation issues (Troubleshoot and Repair Non-Mission Capable UMTE systems both "in-house" and" in the field" in both CONUS and OCONUS locations) e. Provide technical documentation, training, and other data requirements per CDRLS f. Design and test new UMTE capabilities 3. Accomplish UMTE Upgrade Program using existing UMTE specification 4. The ability to produce UMTE Investment Spares 5. Transport and Handle UMTE systems to enable Asset Transfer between user locations 6. GFE Management/Storage Provisions 7. Effective Program Management Provisions (Cost Schedule and Performance Control) 8. Software Engineering Support This effort will be awarded on a standalone Cost Plus contract to meet the requirements listed above. The expected contract period of performance will be 10 years. Potential Offeror Capabilities: Provide the Government with responses to the following items: 1. What is your experience in providing the capability to accomplish the objectives/requirements listed above? Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). 2. Please provide an estimated time line or delivery schedule (in months) to accomplish the objectives/requirements listed above. Keep in mind that delivery equates to the device being ready for operational use. 3. The first PDM is desired ready for return to service no later than twelve months post award. Please identify if you can achieve this need date and describe any special conditions that you would require. 4. Discuss any documents or data you will require to complete the objectives listed above and briefly explain their purpose. 5. What are the top five risks you see in accomplishing this effort? 6. Are there any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy? Potential Offeror Capability Briefings: A focused capabilities briefing may be required. The Government will contact you should it be determined that a capabilities briefing is needed. Response Procedures: The Government is looking for contractors interested in satisfying this requirement at the prime contractor level. Any contractors responding to this RFI who are interested in subcontracting opportunities should note as such in their response. Companies responding to this market research are advised their response does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this research.
