- NASA/ARC has a requirement for educational outreach. NASA Ames Research Center(ARC) would like to bolster outreach to area schools this spring and summer in thecontext of NASAs Summer of Innovation. The goal of the outreach is to encourage studentinterest in science, technology, engineering, and math (STEM) subjects, and to inspireenthusiasm for space.The contractor must provide all of the following requirements:-Visits to Bay Area schools, at least half of them in under-represented communities-Provide the outreach that would primarily fall within the following functional areas:aviation; biology; space communications; and space engineering and logistics- Tailor outreach to the Centers particular expertise: Space biology and other researchin space (e.g., the working of the human body on Earth and in space, and disease vectorsand how to track them), Earth science (e.g., predicting weather, modeling storms andclimate, tracking forest fires), Aeronautics (e.g., wind-tunnels, aircraft, airfoils,flight simulators, Spacecraft and mission design (including mission control andoperations, and management of space missions, and Suborbital human spaceflight- Have a presence in July 2010 at ARC- Have availability of simulators - Have proven, recent experience/past performance doing this type of space-orientedoutreachNASA/ARC intends to purchase the items from The Traveling Space Museum, Inc.(TSM),4658Don Lorenzo Drive Unit D, Los Angeles CA. 90008.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. The Sole Source is under the authorityof FAR reference 13.106-1(b)(1), only one responsible source and no other supplies orservices will satisfy agency requirements. See Note 26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing via e-mail to Rachel Jandron at Rachel.A.Jandron@nasa.gov not laterthan 12:00 p.m. local time on 3/29/2010. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
