- This is a pre-solicitation announcement for the Department of Veterans Affairs (DVA), Acquisition Service Area Office East 8 for a Design Build (DB) Construction project titled Electrical Upgrades, FCA-D to be performed at Orlando VA Medical Center (VAMC), 5201 Raymond Street, Orlando, FL 32803; Project No. 675-09-628. To all interested parties a Request For Proposal (RFP) solicitation will be issued on or about April 9, 2010. This procurement is a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms only. The North American Industry Classification Code (NAICS) for this procurement is 238210 and size standard is $14.0 million. In accordance with FAR 36.204, disclosure of the magnitude of this construction, construction project is between $500,000 and $1,000,000. The Government contemplates award of a Firm Fixed Price contract resulting from this competitive solicitation. The DVA is seeking a Contractor to provide all labor, supervision, materials, tools, and equipment necessary to perform the DB construction work, in accordance with solicitation specifications and available drawings. Project Description is as follows: The majority of the Orlando VA Medical Center, Orlando, FL electrical equipment is original and needs to be updated to meet current standards and safety concerns. The following equipment will be replaced or repaired: Motor Control Centers (MCCs), Panel Boards, Distribution Panels, Switches, and Transformers. The current Scope of Work is appropriate and represents a first phase towards correcting electrical deficiencies at the Orlando VAMC. The Offeror/Contractor shall comply with DB Construction latest VA requirements, the latest local and national codes. Project Completion Time: Shall be identified and scheduled for approximately one hundred twenty (120) calendar days after Notice to Proceed. No lump sum price estimate will be accepted. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation for this project will be available for download at no charge at the Federal Business Opportunities (FBO) System website: http://www.fbo.gov on or about April 9, 2010. Further details of all dates and events, including site visit will be available in the solicitation. Interested Bidders are advised that they are responsible for obtaining all bid documents and/or amendments to the solicitation. Therefore all Interested Bidders should be re-visiting the website periodically to look for any updates or amendments to the solicitation. Interested Bidders must initiate or validate their registration at the Central Contractor Registration (CCR) database at http://www.ccr.gov; VetBiz Registry at http://www.vip.vetbiz.gov; Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov prior to the solicitation package submission. Award will not be made until registration has been completed. All questions reference to this solicitation must be provided in writing and shall be submitted by the prospective interested offerors attention to Mr. Rey F. Clemente, Contract Specialist. Questions shall be submitted only via e-mail to: rey.clemente@va.gov. The subject line must read: Project No. 675-09-628 Electrical Upgrades FCA-D at Orlando VAMC. Telephone Inquiries or Oral questions won't be acceptable by the Government, due to the possibility of misunderstanding or misinterpretation. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS is three (3) days after the site visit/pre-award meeting is held at the VA facility. Only timely received questions will be answered for the benefit of all interested Offerors/Contractors. Offerors/Contractors are responsible to confirm complete transmission of questions. The CO will be answering all timely submitted questions via amendment to the solicitation to be posted in the FBO web site.
