Description
Background The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. NIH is comprised of twenty-seven Institutes, Centers, and Divisions. The Mark O. Hatfield Clinical Research Center (CRC) is the onsite hospital for the NIH campus, providing full support for clinical research in inpatient and outpatient settings. The 870,000 square foot complex consists of 242 inpatient beds and 90 day hospital stations. The CRC connects to the existing Warren Grant Magnuson Clinical Center. Together, the Magnuson and Hatfield centers form the NIH Clinical Center, the world’s largest clinical research complex serving a dual role; providing humane and healing patient care as well as the environment clinical researchers need to advance clinical science. The Clinical Center Nutrition Department provides both clinical and research services to the 27 Institutes and Centers of the NIH. As part of research requirements, the Nutrition Department is responsible for the administration, coding, and analyses of food records. Research participants (patients) record all foods eaten during a specific period of time (usually 3 or 7 days) as part of the requirements of the protocol to which they are enrolled. These food records are collected by Clinical Center Nutrition Department staff, reviewed for completeness and accuracy with the patient and then submitted to the contractor for coding. All food records will be coded by the contractor using the University of Minnesota’s Nutrition Data System for Research. Nutrition Data System for Research (NDSR) is a windows based dietary analysis program designed for the collection and analyses of 24-hour dietary recalls and the analysis of food records, menus, and recipes. Calculation of nutrients occur immediately providing data per ingredient, food, meal, and day in report and analysis file formats. The software includes a dietary supplement assessment module so that nutrient intake from both food and supplemental sources may be captured and quantified. Purpose The National Institutes of Health has a requirement for a contractor to code food records utilizing Nutrient Data Systems for Research Software from the University of Minnesota. The contractor shall be responsible for coding a minimum of 50 daily food records per month. It is crucial that the records be coded accurately and completely. All work completed by the contractor will be reviewed by a staff Registered Dietitian skilled in the coding and analysis of food records. Errors/omissions/ and or discrepancies will be returned to the contractor for re-coding. The period of performance will be for a basic twelve (12) months, with (2) options to renew for additional twelve (12) month periods. Scope of Work The contractor shall be responsible for coding food records utilizing the University of Minnesota’s Nutrition Data Systems for Research (NDSR). The contractor shall be responsible for providing complete and accurate coding of food records as follows. 1.All records will be coded using NDS-R software 2.The time and place for each eating occasion will be entered accurately. 3.All food items (descriptions and portions) will be entered accurately and completely, with calories and specified nutrients within 20% of those listed on the food label or other product information. 4.A “nutrients per food” report will be printed for each food record and attached to the food record. All coded food records will be submitted for review to a dietitian. Corrections/edits will be made within 1 week and resubmitted for final review. 5.Various reports and output files will be created and/or printed, depending on protocol requirements and as specified by the project officer 6.Maintaining patient confidentiality 7.Backing up all files and data performed daily Hours of Operation Food Records can be coded during business hours Mondays-Fridays. The Contractor may be required to adjust, eliminate or add additional hours including those not listed depending on Government need. Staffing The Contractor shall provide adequate staff to meet the requirements contained in the Statement of Work. Note: All contractors are now subject to an NIH criminal background check and clearance prior to coming on board. The contractor is responsible for ensuring that potential contractors submit the required information in a timely manner to ensure continuity of service personnel. Qualifications: 1.Contractor staff shall be able to communicate fluently in both spoken and written English. In addition, Contactor staff shall possess excellent communication skills. The knowledge, skills, and ability to respond in a professional manner should include the ability to respond to requests for corrections 2.The contracted staff shall be proficient in the following: -Microsoft Office including: Excel, Outlook -University of Minnesota’s Nutrition Data Systems for Research (NDSR) or similar program -Food and nutrient databases (including USDA); food product and restaurant information websites -Professional knowledge of ingredients, recipes, ethnic foods, household measures, cooking techniques and food labels. -Math skills – converting household measures to metric, converting fractions and percentages 3.Requirements for general personnel staffing are: -Excellent attendance record; dependable staffing -Personable attitude and works well with others Program Management and Control Requirements Contractor Documentation: The contractor must provide the following documentation; oResume or job application o2 letters of reference related to the requirements in the Statement of Work oEvidence of training/education in the field of nutrition/dietetics as evidenced by transcriptions from accredited university/colleges Conduct: Contractor and their employees are subject to all policies of DHHS/NIH-CC with respect to conduct. If rules of conduct are not adhered to by the contract employee(s), the Government has the right to request removal of contract employee(s). Infractions of just cause for immediate removal as requested by the Government are violation of patient /guest confidentiality, endangering patients/guests, rudeness, carelessness, damage to property, etc. Performance/attendance issues: NIH reserves the right to terminate contract based on poor performance, inappropriate behavior/substance abuse or attendance issues. Service: Part-time Hours: Hours of work will vary. Location: National Institutes of Health Clinical Center Nutrition Department Bethesda, Maryland 20892 Privacy Act Compliance: Patients have the right to privacy. The patient has the right to expect that all communications and records pertaining to their care/stay are treated confidentially. The contractor and contractor’s employees shall agree to comply with the provisions of the Privacy Act of 1974, as amended, and the agency rules, regulations and policies implementing the Act. Availability of Staff and Response Time: The government will specify the terms of the employment request which will include: 1.Schedule of hours 2.Start date and estimated length of employment and, 3.Competency requirements. The government will have the ability to review job applications of potential employees and interview employees prior to making a selection. The Government shall have the right to select the most appropriate candidates for the positions. The applicants should be able to start work, on average, within two (2) days of when the government notifies the agency of the selection. Mandatory Training and Orientation: Each person selected to work at the NIH/Clinical Center Nutrition Department must receive an orientation to the position and the Clinical Center/Nutrition Department. The government will provide the training listed below, attendance by contractor employees is mandatory. Clinical Center Orientation Clinical Center Mandatory Competencies Nutrition Department Mandatory Competencies NIH Mandatory Competencies Period of Performance: Base 12 Month Period and (2) renewal options Personal Appearance: o Contractor expected to be sanitary, with clean clothes. NIH Identification: Identification: Employees hired to work under this agreement will be citizens of the United States, or, if Alien, have the appropriate permits to work. Employees must be fluent in the English language. It is the contractor’s responsibility to perform past performance reference checks in order to insure a secure and safe work environment for the NIH. Each contractor selected by the NIH Clinical Center to work on continuous assignment under this agreement must comply with the Identification (ID) requirements listed below: a.Obtain a Request for Department of Health and Human Services (DHHS) Identification Badge for Contractors from the Administrative Officer with the Project Officer’s signature. b.Obtain Identification Badge on the first day of employment. c.Insure that each contractor obtains timely renewal of the NIH ID badge if it expires and contractor employee is still employed through this agreement. d.Return NIH ID badges and parking permits within two-days upon dismissal of an contractor or at the termination of the agreement. Parking: Each contractor working a continuous assignment will receive a general parking permit. The contractor’s employee shall abide by all the rules and regulations as set forth by the NIH Police and the Parking Office. To obtain a general parking permit, the contract employee will obtain and hand carry to Bldg. 31, B3B04. a.An employment letter from the contractor b.Valid NIH ID c.Valid driver’s permit, and d.Vehicle registration At the end of the contract period or upon dismissal, the contract employee must return the parking permit to the administrative officer/project manager. Emergent Personnel Policy: n/a Invoice Requirements: The contractor shall submit one invoice per month to include, Contractor Information: a.Name of Contractor b.Contractor Address c.Contractor Tax Identification Number d.Contractor Invoice Number, and e.NIH Purchase Order Number f.List name of all employees g.Dates worked h.Exact hours worked i.Bill Rate per hour j.Differential Pay, if applicable k.Copy of employee’s timecard signed by supervisor l.Subtotal for each employee, and m.Total for entire invoice. Method of Payment Payment will be through government credit card which is a VISA. Invoices shall be submitted concurrently as follows: One copy to the Project Officer at: National Institutes of Health Clinical Center Nutrition Department Attn: Kathy Krisko Nutrition Department 10 Center Drive, Bethesda, Maryland 20892 Government Furnished Equipment (GFE) Government Furnished Information: The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software and network services. Security: Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. Evaluation Criteria Proposals submitted in response to the RFP will be evaluated in accordance with the factors listed below. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. In any case, the Government reserves the right to make an award to that offeror whose proposal provides the best overall value to the Government. Experience (25 Points) The offeror must demonstrate in their proposals that they possess the capability to analyze food records. Each proposal must provide resumes of proposed staff. The offeror must demonstrate experience using Nutrition Data Systems for Research (NDS-R) or similar software program (as determined by the government) as evidenced by a minimum of two years experience. Preference will be given to candidates with experience with NDS-R. Training and Education (25 Points) The Offeror must provide evidence of formal advanced training in Nutrition and/or Dietetics. This experience will include general college level courses in nutrition and dietetics equivalent to two years or equivalent semester hours. The Offeror shall submit official transcripts of these courses including the full course name and final grade earned. Demonstrated Proficiency (40 points) The offeror must demonstrate proficiency with NDS-R by coding 3 sample food records for analysis within an established time frame (30 minutes per food record) with a maximum of 1 error/discrepancy per food record day. Past Performance (10 Points) Offerors must submit the following information as part of their proposal. A list of at least 2 contacts that can attest to the offeror’s skill and knowledge related to this proposal. Contacts listed may include those entered into by the Federal Government and commercial concerns. Each offeror will be evaluated on its performance under existing and prior positions for similar services. Performance information will be used for both responsibility determinations and as an evaluation factor against which offeror’s relative rankings will be compared to assure the test value to the government.
