Description
Coast Guard National Strike Force Coordiantion Center is requesting quotes for the following statment of work: 1.0SCOPE. To provide personnel assigned to the Coast Guard National Strike Force (NSF) units with hazardous materials response training to meet the requirements of applicable OSHA regulations and national consensus standards. The purpose of this Statement of Work is to obtain contractor training support services to provide two (2) 80-hour Hazardous Materials Technician training courses for up to 25 students per course that meets all requirements in 29 CFR 1910.120(q)(6)(iii), NFPA Standards 472, and the current NSF Response Member (RM) qualification course objectives for HAZMAT TECHNICIAN. The training is part of the Coast Guard National Strike Force Indoctrination training for new NSF members. This training will prepare the strike team member to respond to hazardous material incidents safely. This will be a onetime contract for two identical courses as described above and must be scheduled and delivered at the Contractor’s facility between the dates of July 5 and September 19, 2010, Monday through Friday during normal local business hours. 1.1.Background. The NSF is responsible for ensuring that each Coast Guard Strike Team member has the necessary knowledge, skills and abilities needed to safely perform the NSF missions. A critical aspect of the Strike Team’s mission is to respond to hazardous material incidents. Teams routinely respond to oil spills and hazardous material releases (Chemical, Biological, and Radiological -- to include Weapons of Mass Destruction) in support of the On-Scene Coordinators (OSC) under the authority of the National Contingency Plan (NCP), 40 CFR 300. HAZMAT Technician training will be part of the qualification process for personnel newly assigned to NSF units. Participants will be active duty enlisted and/or officer members who have recently been transferred to one of the three (3) Strike Teams and/or NSF Coordination Center. This course of instruction will be used to certify participants as Hazardous Materials Technicians as per 29 CFR 1910.120(q)(6)(iii) and ensure the participant’s ability of taking offensive action to stop and/or control releases of hazardous materials. 2.0APPLICABLE DOCUMENTS. 2.1NSF standards. 2.1.1NSF Qualification Standards, 2003 (or most recent) edition, Section I.A.1, Hazmat Technician Course 2.2NFPA standards. 2.2.1NFPA Standard 472, Standard on Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition. 2.2.2NFPA Standard 472, Standard on Professional Competence of Responders to Hazardous Materials Incidents, 2008 edition, Chapter 7, Competencies for the Hazardous Materials Technician 2.3Code of Federal Regulations. 2.3.129 CFR 1910.120(q)(6)(iii), Hazardous materials technician, July 1, 2009 edition. 2.3.229 CFR 1910.120(q)(7), Trainers, July 1, 2009 edition. 2.3.329 CFR 1910.120 Appendix E, Training curriculum guidelines. 3.0REQUIREMENTS. 3.1General requirements. 3.1.1Period of performance. The period of performance for this contract shall be between the dates of July 5 and September 19, 2010. 3.1.2Place of performance. The place of performance under this contract shall be at the Contractor’s facility. 3.1.3Hours of operation. The Contractor shall perform all services within this contract from 0800 to 1700 local time Monday through Friday. 3.1.4Equipment Listing. The Contractor shall have all required gear, instruments, personal protective equipment and any other necessary resources to provide the instruction as detailed above. The Contractor shall make every reasonable attempt to identify equipment within its inventory that most closely matches that of the NSF’s inventory for use within the courses. The Government shall provide a NSF equipment list to be used to assist in establishing the required curriculum. 3.2Contractor requirements. The Contractor shall provide training for up to 25 participants per course. The Contractor shall provide all equipment, materials, supplies, and personnel necessary to perform the required training, to include all professional, technical, and support personnel, along with their travel and/or transportation expenses to and from the place of performance. The Contractor shall provide all equipment necessary to conduct the course. The hazardous materials equipment used to conduct the course shall be of the same kind and type as that identified in the reference document 2.1.1 which shall be provided to the Contractor. The Contractor shall provide PPE consumables such as gloves, tyvek garments, and level A and B suits, matched to existing NSF stocks as much as is practicable. The Contractor shall provide all necessary audio/visual equipment. The Contractor shall provide the following supplies and materials, but not be limited to the following: Printed schedule for each class; student manuals for each class for each participant; completion certificate for each class for each participant; all required written and practical examinations; a final roster of participants for each class; and all participant-completed course evaluations. The Contractor shall make all evaluations available for Government review immediately upon the conclusion of each class. 3.2.1Qualified Personnel. The Contractor shall provide qualified instructors to perform all requirements within the specified timeframe. All instructors shall be certified as a Hazardous Materials Instructor as required in 29 CFR 1910.120(q)(7). Instructor-student ratio shall meet the guidelines of 29 CFR 1910.120 Appendix E. In addition, all instructors shall have at least five (5) years experience as an instructor and shall have experience in responding to hazardous materials releases. All instructors, support personnel, and technical assistants shall be familiar with the roles and missions of the Coast Guard National Strike Force. Support personnel and technical assistants provided by the Contractor need not be certified as Hazardous Materials Instructors. The Contractor shall provide instructors’ resumes, including copies of current certifications to the NSF for evaluation as part of the proposal. No changes to the instructors list will be authorized without prior approval from the NSFCC point of contact. The Government shall have final approval authority for all instructors supplied by the Contractor. 3.2.2Facility. The Contractor shall provide the training at a facility that provides realistic, scenario-based hazardous materials technician response training that utilizes the latest computer-based instructional delivery technologies. The facility shall provide NSF students a standard class room environment as well as an incident command post and field exercise area that can realistically simulate a full hazardous materials level-A response as per NFPA and NSF standards. The Contractor’s hazardous materials field exercise training area shall accommodate full-scale functional exercises and the layout and design of the facility shall facilitate exercise delivery and instant, quality after-action feedback. 3.2.2Curriculum. The Contractor shall provide training in accordance with NFPA 472, Hazardous Materials Technician requirements and NSF qualification standard for HAZMAT Technician (Document 2.1.1). The curriculum shall include both hands-on practical exercises and written examinations. A proposed training curriculum shall be submitted in the proposal. The final training curriculum shall be submitted to the NSF point of contact for review and recommendations no later than 30 days prior to beginning of period of performance. No changes to the curriculum will be authorized after 2-weeks prior to the beginning of period of performance. The curriculum shall lead to NSF students becoming certified by a Pro Board-accredited agency and the Contractor shall provide documents that verify Pro Board certification. The Contractor shall provide students with documentation that may provide the students with college credits or other continuing educations credits and/or points. 3.2.3Schedules. The Contractor shall provide a course schedule, which includes a weekly overview and daily agenda for each week of training in advance to the NSFCC. The Contractor shall provide this schedule no later than 2-weeks prior to the beginning of period of performance. 3.2.4Remedial Assistance. The Contractor shall provide additional remedial assistance for those participants not passing the weekly examination on the first attempt. If a participant fails the make-up examination, the NSF shall be notified to discuss and determine the participant’s ability to complete the remaining week of training. 3.2.5Course Evaluation Questionnaire. The Contractor shall provide a short course evaluation questionnaire to the participants at the end of each week of instruction. The questionnaire shall be provided to the Contracting Officer’s Technical Representative (COTR) at NSFCC for review and approval no later than 2-weeks prior to the beginning of period of performance. All completed questionnaires shall be provided to the COTR no later than 2-weeks after the conclusion of each course. 3.3Government requirements. The Government shall provide travel and transportation costs two and from the Contractors facility and full tuition costs associated with meeting the Contractors requirements detailed within this statement of work. 3.3.1Personnel. The Government shall provide a single point of contact for which the course will be coordinated. This point of contact will be located at the NSFCC. The point of contact shall coordinate with the three (3) Strike Teams and the Contractor prior to the beginning of the period of performance any training requirements and issues and those which arise during the period of performance.
