- ******ATTENTION****** Due to a technical error that occurred on March 15, 2010, all documentation found under this Solicitation was accidentally locked and as of this time this lock feature can not be reversed. All documentation can be found under the following number GS-03P-10-CD-C-0026A. The Bid Date for this Solicitation remains March 19, 2010, 3PM. ********************************************* RECOVERY: This project is an American Recovery and Reinvestment Act project. The United States General Services Administration has a requirement for the selection of a quality contractor for the Exterior Restoration of the Edward N. Cahn U.S. Courthouse and Federal Building in Allentown, Pennsylvania. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: Cleaning and re-pointing all facades, repairing and rebuilding planter and property walls, restoring miscellaneous cast stone monuments and cleaning and repainting the entrance canopy. In addition, the work includes removing and replacing sealant from all exterior windows, doors and louvers, removing of existing flagpole and installation of a new flagpole and repairing in-ground light fixtures. The estimated cost of construction is between $250,000.00 and $500,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the best value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factors for the evaluation process are, in descending order of importance: Relevant Past Performance and Management and Key Personnel. The NAICS code applicable to this project is 238140. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program (See FAR Part 19). This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held on Wednesday, February 17, 2010. The time and location will be provided at a later date. PRIOR NOTIFICATION of attendance to this conference is MANDATORY due to building security.
