- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bid. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Invitation for Bid numbered AG-82B1-S-10-0260 on or about March 31, 2010, for the RECOVERY Rainbow Lakes, Campground, Trailhead Improvements, Arapahoe-Roosevelt National Forest. If the Invitation For Bid is released, it will be released through this FedBizOpps website, and prospective vendors should visit this FedBizOpps website from time to time on or after March 31, 2010 to obtain a copy of the Invitation for Bid. This requirement is being solicited as an Invitation for Bid (IFB) under FAR Part 14. Bids or offers are due at April 30, 2010; 10:00 A.M. Mountain Time. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest price. PROJECT DESCRIPTION. This project consists of the reconstruction/construction of the Rainbow Lakes Campground and Trailhead in the geographic area just northwest of Nederland, Colorado. The trailheads construction would include, but not limited to, improvement of the access roads to the campground and trailheads, construction of a new trailhead parking facility, and campground and trailhead recreation facilities (camping spurs, facility pads, tent pads, food lockers, dumpster pads, pedestal grills, fire rings, picnic tables, culverts, fencing, concrete sidewalks, fee station, storage building, two-unit vault toilets, interpretive kiosks, gates, trails, and signage). The magnitude of this project IAW FAR 36.204 (e) is between $500,000 and $1,000,000. There will be a pre-bid meeting and the date will be announced via FedBizOpps website once established. Participants will meet at the Boulder Ranger District, 2140 Yarmouth Ave., Boulder Colorado. The Point of Contacts will be announced at the time date is established. The recommended contract length is 120 days. Projected start date is July 7, 2010. Performance and Payments will be required per the Miller Act and Davis-Bacon wage rates will apply. PROJECT LOCATION. The campground and trailhead sites may be reached, in general, from Boulder by traveling west along State Highway 119 approximately 18 miles to Nederland, Colorado. Than travel northwest on State Highway 72 approximately 6 miles to the intersection with National Forest Service Road 116 (Rainbow Lakes Road). Than travel approximately 6 miles to the Rainbow Lakes campground and trailhead. All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Vendors are required to be registered in the Central Contractor Registration (CCR) http:www.ccr.gov or call 888-227-2423 or 269-961-5757 and shall complete the On-Line Registration and Certifications Application (ORCA) http://orca.bpn.gov. All responsible sources may submit a response to this announcement which will be considered by this agency.
