- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm fixed price proposals are being requested and a written solicitation will not be issued. Solicitation number HSTS05-10-Q-MED005 is being assigned to this procurement for tracking purposes only. Paper copies of this solicitation will not be made available. The proposed contract action is for commercial supplies. This request for quote is a request for competitive proposals. All proposals received by the closing response date will be considered by the Government. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-30. It is the responsibility of the contractor to be familiar with the applicable clauses, provisions, and scope of work. The NAICS code is 334112 and the Small Business Standard is 1000 employees. The Government anticipates awarding a Blanket Purchase Agreement (BPA). BPA items will be available for purchase by Government Purchase Card by TSA Headquarters and 450 US airports including Alaska, Hawaii, Puerto Rico, Guam, San Juan Islands, and the Marianna Islands. The Transportation Security Administration requests quotes for the following items: Item Quantity Delivery Date Unit of Issue USB Flash Drives Not to exceed 5000 Date will be provided when order is made EACH 1. The Thumb Drive Device shall provide TSA, USB Flash drives with 256 bit AES Hardware-Based Encryption. FIPS140-2 Certification of USB Thumb Drive. 2. The Thumb Drive Device shall provide TSA with the option to choose from four models of encrypted flash drives. USB currently provides 4 capacities of the USB drives with the corresponding part numbers. Please provide price for each capacity of USB device. USB/1GB – Data Capacity 1 GB capacity USB/2 GB – Data Capacity 2 GB capacity USB/4 GB – Data Capacity 4 GB capacity USB/8 GB –Data Capacity 8 GB capacity 1. The Thumb Drive Device shall provide encrypted flash drives that comply with the following password composition criteria: The Thumb Drive Device shall provide TSA, USB Flash drives with 256 bit AES Hardware-Based Encryption. FIPS140-2 Certification of USB Thumb Drive. The Thumb Drive Deviceshall provide encrypted flash drives that comply with the following password composition criteria. · Minimum password length of eight characters As per customization request by TSA, minimum password length will be 8 characters and maximum will be 16 characters. This will be enforced by the software and or hardware. · Passwords must contain at least one of each of the following: o One alphabetic uppercase o One alphabetic lowercase o One numeric o One special character · Passwords shall not contain any two identical consecutive characters (example: 22apples, 14588904). · Passwords may contain no more than two identical consecutive characters in any position from the previous password. · Passwords shall not contain any dictionary word. · Passwords shall not contain any proper noun or the name of any person, pet, child, or fictional character. · Passwords shall not contain any employee serial number, Social Security number, birth date, phone number, or any information that could be readily guessed about the creator of the password. · Passwords shall not contain any simple pattern of letters or numbers, such as “qwerty” or “xyz123”. · Passwords shall not be any word, noun, or name spelled backwards or appended with a single digit or with a two-digit “year” string, such as 8xyz123. · Pass phrases, if used in addition to or instead of passwords, should follow these same guidelines. · Passwords shall not be the same as the User ID. · Password length will be selected to provide a level of protection commensurate to the value or sensitivity of the resources or data it protects, but not less than eight characters. · Passwords will have a minimum lifetime of 0 days and a maximum of 90 days, or as determined by the system owner. · Passwords will not be reused for a minimum of six password change cycles. · A password that is suspected of compromise will be changed as soon as possible and no later than one working day from the time that a compromise of the password is suspected or confirmed. · Passwords forgotten by their user will be replaced not reissued. Passwords will be entered in a manner that prevents disclosure to observers. The number of allowed password failed entry attempts will be limited to a number selected by the system owner, but no more than three. Offerors are to provide F.O.B destination pricing within the United States. FOB Origin pricing outside the US. The contractor shall be required to accept credit cards online for orders. Packaging, packing, and preservation shall be in accordance with best commercial practices. Please provide detailed information on the items quoted (manufacturer, item number, model, etc.). The Contracting Officer has responsibility for ensuring the performance of all necessary actions for effective contracting; ensuring compliance with the terms of the contract and safeguarding the interests of the United States in its contractual relationships. Accordingly, the Contracting Officer is the only individual who has the authority to enter into, administer, or terminate this contract. In addition, the Contracting Officer is the only person authorized to approve changes to any of the requirements under this contract, and notwithstanding any provision contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. b. The Contracting Officer may designate, in writing, representatives to perform functions required to administer this contract, however, any implied or expressed actions taken by these representatives must be within the limits cited within the Contracting Officer’s written designations. The Contracting Officer shall provide the Contractor copies of all relevant written designations. If any individual alleges to be a representative of the Contracting Officer and the Contractor has not received a copy of the document designating that representative, the Contractor shall refrain from acting upon the representative’s requirements and immediately contact the Contracting Officer to obtain a copy of the document designating that individual as a representative of the Contracting Officer. c. The Contractor shall immediately notify the Contracting Officer for clarification when a question arises regarding the authority of any person to act for the Contracting Officer under the contract. Authorized Changes Only By the Contracting Officer (a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract. (b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract. Invoices The Transportation Security Administration (TSA) partners with the United States Coast Guard Finance Center for financial services in support of TSA operations, including the payment of contractor invoices. Therefore, all contractor invoices must be submitted to, and will be paid by, the U.S. Coast Guard Finance Center (FinCen). Invoices may be submitted via U.S. Mail, electronic mail, or facsimile. Contractors shall utilize ONLY ONE method per invoice submission. (b) Invoices that fail to provide the information required by the Prompt Payment Clause may be rejected by the Government and returned to the Contractor.
