Description
Air Armament Center, AAC/PKET, at Eglin AFB, FL intends to award a sole source, firm-fixed-price contract to GE Aviation, 1 Neumann Way, Cincinnati, OH 45215, under the authority of FAR 6.302-1, Only One Responsible Source. The requirement is for developing modeling and test predictions of Man Portable Air Defense System (MANPADS) missile damage on CF6-50 Engines in support of the 46th Test Group (46TG). The principle tasks of this contract effort are to: consult with the 46TG concerning the CF6-50 engine as it relates to planning of the MANPADS testing, verifying that the two CF6-50 engines (owned by the 46TG and located at Wright-Patterson Air Force Base) are correctly configured for test operation, providing expertise for selection of a shotline, and generating LS-DYNA model predictions of MANPADS damage with and without warhead detonation. Market research has determined that only GE possesses the proprietary knowledge of the CF6-50 engine's specific material types, material properties, and high-temperature failure properties necessary for credible damage predictions. GE also is the only organization that has an existing LS-DYNA model of the CF6-50 engine and is therefore able to offer credible information concerning model fidelity and the model's ability to support candidate locations for the shotline. In addition, the Government does not possess a technical data package of the CF6-50 engine or LS-DYNA engine model that it can provide to other offerors. The Government believes such data is necessary to perform this planned contract. The performance period is anticipated to be about 10 months after contract award, but may need to be shortened because damage predictions are projected to be needed by mid-December 2010 and a detailed technical report due by mid-March 2011. The North American Industry Classification Systems (NAICS) Code for this effort is 541712; small business size standard is 500 employees. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
