- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Medical Center, San Diego (NMCSD), intends to award a firm fixed price purchase order on a sole source basis to: Neuro Kinetics, Pittsburgh, PA 15238. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The proposed purchase of services from Neuro Kinetics is for the installation of a rotary chair in the ENT clinic. The rotary chair is critical in assessing patients with dizziness after mild traumatic brain injury suffered in combat. The device requires specific power voltage and amperage that are available in the hospital. The chair installation must comply with the following as detailed in the statement of work: "Bring a 30 amp/208V circuit to the room from previously identified existing points of connection as directed by Facilities Management. "Saw-cuts into existing walls, as required "1-100 amp 120/207 volt 3 phase 4 wire panel board placed next to the existing panel SCK2L1-B. "1-100 amp 3 pole breaker for panel SCK2L1-B to feed the new 100 amp panel. "2-20 amp 3 pole breakers for the new panel (1 breaker to feed existing load which will be moved to the new panel in order to make room for the new 100 amp 3 pole breaker in panel SCK2L1-B). "10-100 amps 3 phase 4 wire feeders from existing panelSCK2L1-B to new 100 amp panel. "60-20 amps 3 phase branch circuit conduit and wire from new 100 amp panel to NOTC suite. "1-30amp 250 volt 3 pole fusible safety switch with 20 amp fuses. "1-30 amp 250 volt 3 pole non fusible safety switch. " conduit with a #8 wire from transformer to building steel. "Conduit and wire for the 20 amp 3 phase circuit from the fusible switch to the isolation transformer, to the non fusible switch, to the NOTC Control Console Cabinet. "Install customer supplied 5 KVA isolation transformer. "Installation must be performed according to Neuro Kinetics rotary chair power specifications "Training for use of rotary chair 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Neuro Kinetics is the preferred installer of the rotary chair as they are the manufacturer. It is essential that the rotary chair system be installed properly. Incorrect installation may damage or render inoperable the Neuro Kinetics rotary chair. Any delay could set back our research risking meeting milestones and loss command support. Neuro Kinetics is registered as a Defense Manufacturer and Supplier per CAGE Code # 47419. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A search was conducted between 25 Feb and 1 Mar 2010 using Internet search engines, the Central Contractor Registry (CCR) database, and the Small Business Administration (SBA) Dynamic Small Business Search. The CCR and SBA search referenced NAICS code 622110 General Medical and Surgical Hospitals and keywords rotary chair service, electrical, transformer service and electric engineering. The SBA Dynamic Small Business Search returned no small businesses associated with both the NAICS 622110 and any of the relevant keywords. Some local vendors were found that may a variety of comparable services. Internet research found that the services that may best accomplish the statement of work of the rotary chair installation are available from Neuro Kinetics. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Based on the results of the research, it appears that the installation of the pre-existing Neuro Kinetics rotary chair is best conducted by the chair manufacturer. Although the electrical and power installations can be met by other vendors there is the risk of damage to the equipment if the work is done incorrectly. As the rotary chair is a high cost item to replace there should be no risks taken to fulfill the installation requirements. Neuro Kinetics is vendor that is capable of meeting all the requirements. 6.
