Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements." 6th Civil Engineering Squadron, MacDill Air Force Base (Tampa) Fl 33621 requires a bridge contract to succeed contract FA4814-07-D-0001 which expires on 31 Mar 2010. The bridge contract will consist of 1 one-month basic period of performance with 4 one-month options. The 6th Contracting Squadron intends to make an award to Chugach Management Services, Inc. (CMSI), 3800 Centerpoint Drive, Ste 601, Anchorage, AK 99503. Per FAR Part 5.207-15(ii) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) CMSI is the only company with the personnel, tools, equipment, vehicles, and materiel mobilized to perform these services which are essential/mission critical to MacDill AFB, tenant units and the base population without a lapse in service or a duplication of significant capital investment (Vehicles/equipment $7,205,144.00, includes cost of money) and start-up (transition-in, $130,000.00) costs. Any contractor except CMSI would, of necessity, experience investment or start-up costs for this large operation, and the government would not recover such costs through competition of the bridge contract simply because of the extremely short contract term. As the incumbent for the past ten years, CMSI is the only contractor who is fully knowledgeable of the requirements and level of effort required to meet the needs of the base population to sustain the level of service required and ensure no Notice of Violations are received for failure to meet all federal and state regulations and requirements. This is important because MacDill Air Force Base has to provide a safe, secure, healthy and supportive environment to the MacDill tenant units, and residents, while supporting the War Fighter, without any interruption of critical infrastructure services. Changeover from the current contract with CMSI to a bridge contract with CMSI will be transparent to MacDill in terms contractor performance. Award of the bridge contract to another contractor will not produce seamless performance. The result would be degraded or interrupted services which MacDill AFB cannot absorb and still meet its peacetime and wartime missions. In summary, several contractors can perform these services on a long-term basis as the recent source selection indicates; however, there is only one contractor (CMSI) who is capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs.
