- PreSolicitation Notice: Naval Facilities Engineering Command, Europe, Africa and Southwest Asia (NAVFAC EURAFSWA) intends to conduct a competitive procurement for a contractor to construct a new 5,700 gross square meter replacement facility for Global Hawk Operations & Maintenance for four aircraft that includes administration and support activities within the facility. The new site, located in Sigonella, Sicily, has adequate space to accommodate a 1 bay future expansion for two additional aircraft. The work includes selective site demolition, concrete foundation and slabs, concrete walls, metal panel walls, steel structure, fireproofing, Exterior Insulation Finishing System (EIFS) exterior finish, metal panel roofing, modified bitumen roofing, aluminum windows, aluminum storefront entrances, blast resistant door and window assemblies, metal stud and gypsum board walls, interior finishes, steel doors, wood doors, metal stairs, electrical power and lighting, communication (public address, intrusion! detection, mass, notification, electronic access control, and others), HVAC systems, plumbing systems, fire sprinkle and alarm systems, high expansion foam system, smoke detection, fireproofing, potable water service lines, with meters and backflow preventers, underground electrical power services, airfield paving and pedestrian sidewalk paving, exterior lighting, storm drainage system, and incidental related work. Construction will include two option items which are; air-conditioning of the hangar maintenance bay, and a concrete screen wall at the mechanical yards. The construction performance period is anticipated to be approximately 820 calendar days. Societa' d'Arganismi d'Attestazione (S.O.A.) certification requirements must be met to qualify for award. This acquisition has S.O.A, prevailing work category of OG-1 and related Category Class of VI at 43%; additional work category of OS-18 and related Category Class of VI at 39% and additional work Category of OG-11 with related Category Class of V at 18%. All contractors must apply for and receive certification in the work categories established under the SOA. This project is Leadership in Energy and Environmental Design (LEED) SILVER designed which is compliant with current Environmental and energy conservation efforts. The magnitude of the project is between $25,000,000.00 and $100,000,000.00 (see DFAR 236.204) NAVFAC EURAFSWA plans to award one (1) firm fixed price construction contract, (FFP) with two (2) option items exercisable within 120 days of award. The FFP contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and will offer the "Best Value" to the government. Offerors must be registered in the Central Contractors Registration (CCR) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.ccr.gov. The Offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the government's reliance on any inaccurate or incomplete data. The Request for Proposal and its attached documents is expected to be posted to EuroNECO under Solicitation Number N33191-10-R-0201 around the end of March or beginning of April.
