- ITFO Government Response to Previous Vendor Questions ITFO Vendor Question Worksheet ITFO Pre-Proposal Conference Registration Form DRAFT Pre-Proposal Conference Slides DRAFT ITFO Statement of Work Version 1 03/18/2010 PLEASE READ ALL INSTRUCTIONS CAREFULLY. The Information Technology Field Operations (ITFO) Branch, within the Operations Division of the Office of the Chief Information Officer (OCIO), U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), provides world-wide enterprise level Information Technology (IT) Operations & Maintenance (O&M) services for 600+ offices and over 28,000+ users (including the mobile workforce). Currently, services are provided to ICE Programs and administrative offices, and other government agencies within and outside of DHS to include but are not limited to the Department of Treasury, Department of State, and State and Local entities within the continental U.S. (CONUS) and outside of the continental U.S. (OCONUS) and administrative support programs and other special projects. The NAICS code for this procurement is 541512 - up to $25M per year. The Contractor shall provide management and IT support services to the Government: • LAN, WAN, MAN Administration and Infrastructure Services • Computer Room and Wiring Closet Services • General IT Services and Problem Resolution • Information System Security Officer (ISSO) Services • IT Inventory Management Services • Special Worksite and Enforcement Operation Support as well as special event support • Other tasks as assigned and within the scope and guidelines of this contract. The projected date for the issuance of the solicitation is on or about April 30, 2009. The solicitation will be available on the Federal Business Opportunity (FedBizOpps) site only. ICE intends to procure on an unrestrictive basis in accordance with Federal Acquisition Regulations (FAR) Part 15. The government anticipates awarding a single-award indefinite delivery - indefinite quantity (IDIQ) with multiple task orders to the offering party providing the best value to the Government. The performance period of any resultant contract (s) will be a three (3) base year and seven (7) one year options. The anticipated award date is June 29, 2010. DESCRIPTION OF SERVICES: The services will support the ITFO. The services will be provided both at the contractor's facility and the Governments facility. Attached hereto is a revised draft statement of work - dated March 18, 2010 ver. 1 Please provide any questions you may have re: draft statement of work, no later than March 24, 2010. Government anticipates responding no later than March 26, 2010 no later than 5:00 PM. E-mail questions to: ICEOCIOITFOPMO@dhs.gov. Kindly review the previous Q&A submitted in September, 2009, to avoid duplications. Any additional questions shall be addressed on the attached spreadsheet. PRE-PROPOSAL CONFERENCE: The Office of the Chief Information Officer (OCIO) is sponsoring an unclassified Pre-Proposal Conference. The purpose of this event is to provide industry program requirements, competition timeline, and to provide a Question and Answer and networking opportunity. The conference will be held on April 5th, 2010 from 9:00AM to 11:00AM at the Julie Meyers Conference Center, Potomac Center North (PCN), Room: 1021, 500 12th Street, S.W., Washington, D.C. 20250. Doors will open at 8:00A M Local Time. Seating capacity limited to 150 people. Pre-Proposal Registration: Registration will be conducted in advance. Attendees are required to identify their nationality and their positions within the company they represent. This is a no-fee event and seating is limited. Attendees must present a CURRENT photo ID (driver's license, military ID, company ID or passport) matching the attendee information submitted via the attached Registration Form to gain entry into the event. Attendees are encouraged to arrive early to permit sufficient time for check-in. This event will start on time at 9:00 a.m. and end on time at 11:00 a.m. LIMIT: 1 INDIVIDUAL PER COMPANY. Please register by contacting Ben.Branch@dhs.gov by March 29, 2010. Also, please cc: Christian.Fox@dhs.gov when e-mailing. Late registration and "walk-in" requests will not be permitted. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. ICE will not assume liability for cost incurred by a contractor or for travel expenses or marketing efforts; therefore, contractors cost in response to this notice is not considered an allowable direct charge to the Government.
