Description
MERITO PROGRAM COORDINATOR This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WAD-10-0232-NCND6022-10-08791 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 The associated NAICS code is 541990. The small business size standard is $7.0M. This combined solicitation/synopsis is for purchase of the following commercial services: CLIN 0001 MERITO PROGRAM COORDINATOR AS OUTLINED IN THE STATEMENT OF WORK. PERIOD OF PERFORMANCE IS 7 MONTHS FROM DATE OF AWARD. (VI) Description of requirements is as follows: STATEMENT OF WORK The contractor will be responsible for the implementation or completion of strategies and activities outlined in this documents and identify the expected products. To learn more, visit: http://www.montereybay.noaa.gov/educate/merito/welcome.html GOAL To increase protection of sanctuary resources by building a greater understanding of ocean related threats within our diverse communities and providing opportunities to engage in marine protection. BACKGROUND There is a need to provide our constituent base with an understanding of the National Marine Sanctuary Program, local sanctuaries and the issues facing them. Our Hispanic communities represent the fastest growing population in California and currently comprise 32% of California's population. This is the only programming reaching our diverse communities, specific to ocean related issues. The progress made to date has been highly successful and very well received. We are now a trusted source of information and have even been asked to develop a volunteer program to accommodate the communities' need to get involved. Currently the main target audiences for MERITO are underrepresented students and Spanish speaking adults. Programs focus on priority issues including water quality protection, marine reserves, beach closures, wildlife disturbance and fishing issues. The MERITO plan was developed in collaboration and partnership with agencies and organizations serving Hispanics, in an effort to provide expanded bilingual outreach and education about marine and coastal environments and their conservation to youth, teachers, adults, migrant families and community leaders. The three main programs of MERITO, (Spanish meaning is "merit" or "worth") serve to:  Collaborate with K-12 schools, adult schools and community groups to build upon and foster new community-based outreach for Hispanic youth, adults, migrant families, and community leaders,  Collaborate with natural resource management agencies like California Department of Parks & Recreation and National Estuarine Research Reserves to increase visitation by Hispanic youth, adults and migrant families through site-based outreach,  Collaborate with colleges and universities to develop and provide teacher trainings and college internships for Hispanic-serving teachers and undergraduate and graduate level students. TASKS 1. Program Oversight: • Develop MERITO program and evaluation reports for fiscal year 2010/11. Work with the formats developed with the Coastal Services Center and NMSP for Program Design and Evaluation. • Provide recommendations to procurement staff regarding equipment, supply, and service acquisition while monitoring the budget and acquisitions. 2. Fund Development: • Develop grant proposals to at least two major organizations above $50k and two smaller proposals under $50k, in collaboration with the Monterey Bay Sanctuary Foundation and the National Marine Sanctuary Foundation. 3. Program Development: • Develop and implement outreach programming for families, adults, teachers and interns in the MBNMS, e.g. MERITO Academy Afterschool Program, field activities, and Adult School program. • Integrate multicultural elements into existing MBNMS/CINMS programs and materials. 4. Administration and Reporting • Coordinate with education & outreach coordinators to develop a work plan. The Contractor will provide recommendations related to budget, work priorities, outreach products and evaluation strategies. • Provide updates to the SAC and Sanctuary Education Panel and work closely with members to expand education efforts and goals of the education program in the Hispanic communities. • Assist with updating and expanding MERITO websites to include information in Spanish and about the MERITO program. TECHNICAL FACTORS • Masters degree or equivalent experience in the field of marine conservation education, marine and estuarine resource management or coastal management. • Five years of experience with all aspects of developing, implementing and evaluating marine science outreach programs to culturally diverse audiences, including programs, publications, print materials, events, curricula, exhibits and displays. • Must have at least one year of experience working with the Hispanic communities in the Monterey and Santa Barbara Counties in the state of California (critical). • Must have a working knowledge of the history of Elkhorn Slough National Estuarine Research Reserve and the California Department of Parks and Recreation, Monterey District, State Historical Parks and State Beach system. • Experience related to working effectively with other agencies and groups and in leading multi-disciplinary task forces. • In-depth knowledge of and familiarity with a broad range of marine conservation issues and their application to the Central California Coast and National Marine Sanctuaries. • Outstanding verbal and written communication skills specifically in writing and public speaking for diverse audiences. Bilingual Spanish preferred. • Experience developing and providing professional development to teachers and interns. • Experience in policy education, including watershed and water quality issues. PERSONNEL REQUIREMENTS The contractor needs to be available during the business day and on occasion will need to work evening hours or weekend for special events and projects. The work is conducted in office settings and in the field, including boats. The contractor will be expected to carry out assignments independently, but coordinate the work with others as required, while maintaining close contact with the Sanctuary Education Coordinator and Superintendent. At times, the contractor will be expected to complete clerical assignments. Benefits and insurance are not included and are the responsibility of the contractor. TRAVEL AND OTHER DIRECT COSTS Travel will be billed on a cost reimbursable basis as determined by the COTR. Benefits and insurance are not included and are the responsibility of the contractor. GOVERNMENT FURNISHED EQUIPMENT The contractor will be provided a workstation. Contractor will have access to a computer, copier, and facsimile machine as needed. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (a) Award will be made to the contractor whose quotation offers the best value to the Government, price and technical factors considered. Best value is the expected outcome of the acquisition that, in the Government's estimation provides the greatest overall benefit in response to the requirement. The Government reserves the right to make an award to other than the lowest priced Contractor or to the highest evaluated Contractor if the Contracting Officer determines that to do so would result in an award that is the best value to the Government. The Government intends to award a firm-fixed-price type order resulting from this solicitation. Quotes are required to be received in the contracting office no later than 4 P.M. PST on April 2, 2010.
