Description
The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract to GAMS Development Corporation. The Naval Postgraduate School (NPS) has a requirement for General Algebraic Modeling System (GAMS) and linked CPLEX Solver software in support of a Military Sealift Command scheduling project. One GAMS/Base Module (5 user) and one GAMS/CPLEX, MIP, Barrier (5 user) are needed with a delivery date of 31 March 2010. CPLEX is a high-performance LP/MIP solver from IBM and it allows users to combine the high level modeling capabilities of GAMS with the power of Cplex optimizers. Cplex optimizers will solve large, difficult problems quickly with minimal user intervention. GAMS/Cplex automatically calculates and will set the options at the best value for the specific problems. GAMS/CPLEX software will use Linear Programming (LP), Mixed-Integer Programming (MIP), Quadratically Constraint Programming (QCP) and second order cone programs, and Mixed-Integer Quadratically Constraint Programming (MIQCP) solver based on the CPLEX Callable Library from the ILOG CPLEX Division. GAMS optimization modeling language with capability of being directly integrated with the CPLEX solver and Fortran. Capable of utilizing at least 12 GigaBytes of system memory in a 64 bit operating system for generating and solving the model. Capable of efficiently generating and solving very large mixed integer optimization models in real time. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is 29 March 2010.
