- RED SEAPJ&A The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to extend it Science and Engineering Apprenticeship Program (SEAP) contract, number W81XWH-09-D-0031, awarded to George Washington University (GWU) for an additional six months through September 30, 2010. This non-competitive contract extension will allow for continuance of scientific, technical, adminstrative and educational support services to the SEAP student apprenticeship programs sponsored by the Walter Reed Army Institute of Research (WRAIR), the Army Research Office (ARO) and the other DoD military services. The contract modification will be accomplished without competiton because thee is no other source who could continue the performance of services effective April 1, 2010 without interuption and continuity of services. The ARO anticipates the award of a new. competitive Cooperative Outrach Agreement (COA) contract effective October 1, 2010 to continue performance of these services in support of SEAP. The SEAP has three components: (1) SEAP; (2) College Qualified Leaders Program (CQL) and; (3) the Gains in Education and Mathementics Program (GEMS). The contractor provides the necessary personnel, facilities, equipment for the administration, technical and educational support of the program, to include the three components described above. The SEAP will transition to ARO and the COA on or before October 1, 2010. The COA consolidates twelve educatonal programs under one umbrella and ARO has issued solicitation W911NF-10-R-0002 for proposals to support the new COA which will be competitively awarded by October 1, 2010.
