Description
VA North Texas Health Care System, Dallas, Texas is seeking Architect Engineer (A/E) firm to provide architectural and design services necessary to furnish: Design Development, Construction Documents, Technical Specifications, Construction Period Services, and all other related information for the Project 549-CSI-100, LTC Improvements for Building 60, VA Medical Center in Dallas, Texas, as described below: Provide complete Architectural/Engineering investigative services, design, construction documents and specifications, and construction period services for improvements to Building 60, the CLC for the Dallas VAMC. Building 60 is a long term care facility with 60 beds and 36 restrooms. The improvements include upgrading restrooms with elevated toilets and associated grab bars, improve general interior lighting, relocate nursing stations, develop patient/visitor areas and create additional storage areas and alcoves. Design shall comply with the VA design and construction criteria and standards and with A/E submission instructions found in VA document PG-18-15, Volume C. A/E shall posses a working knowledge of VA standard specifications and design criteria. Current VA standards and specifications may be accessed and downloaded on the Worldwide Web, VA Engineering-office of Facilities Management- Web site, wwww.va.gov/facmgt A/E team will include (but may not be limited to) the following disciplines: Architectural, Civil, Structural, Interior Design, Fire and Safety, MEP and construction estimated services. Design will be responsible for direct interface with all VA user groups and other assigned agents in the development of programming and design. Any testing,(destructive or non-destructive) utility surveys, structural investigations, etc; required for development of design or construction documents will be the responsibility of the A/E. Exchange of the electronic design data between the A/E and the VA will be necessary during all design phases. Scheduled design meetings will consist of a project kickoff meeting, (at which time Notice to Proceed will be issued), a minimum of 2 design development meetings, 35%, 65%, and 95% design review meetings. Budgetary cost estimates will be required at the 35% and 65% submissions. Detailed construction cost estimates will be required at the 95% and 100% submissions. Non-reimbursable, pre-proposal meetings for purposes of project site visitation or project discussions can be scheduled at the request of the A/Es. All plans are to be produced in the Auto Cad 2009 or latest version for Windows NT. Each interim submission will consist of 5 bound sets of documents and drawings. Final submissions (100%) documents shall consist of 10 hard copy sets, 5 hard copy sets of unbound specifications, 5 sets on compact disks and 5 copies of specifications on CD. Drawings and specifications are to be on separate CDs. Upon receiving the NTP, the vendor will have 120 calendar days to complete the construction plans and specifications. Construction period services will consist of contractor cost and pricing reviews, submittal and testing reviews, answering of projects related questions (RFIs), site visits,/construction inspections (estimated at 60 worker hours) and as-built documentation. Total project construction cost limitation, including contingencies, is $3,800,000.00. Bid alternates insuring contract award ability within CCL, while still providing for a fully functional exterior renovation as described, will be required and are to be integrated within the design concept and documents. To be considered for selection, firms must meet the following minimum qualification requirements before evaluation criteria will be applied: 1. Hospital experience required. 2. Thorough working knowledge of VA Standards, specifications and design criteria required. 3. Servicing offices of prime and all consultants must be located within 50 mile radius Dallas, Texas. 4. Competition is limited to small businesses. Upon meeting the minimum qualification requirements, A/E selection will be based on the following criteria: 1. PAST PERFORMANCE WHICH EXHIBITS SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN MAJOR MEDICAL CENTER DESIGN. 2. PAST PERFORMANCE WHICH EXHIBITS ABILITY TO DESIGN WITHIN BUDGETED COST LIMITATION AND PREPARE ACCURATE AND HIGHLY DETAILED CONSTRUCTION COST ESTIMATES 3. PAST PERFORMANCE AND CURRENT METHODOLOGY PERTAINING TO QUALITY CONTROL METHODS USED TO ENSURE TECHNICAL ACCURACY OF WORK. 4. PAST PERFORMANCE AND CURRENT WORK STATUS WHICH EXHIBITS CAPACITY TO ACCOMPLISH WORK IN THE REQUIRED TIMEFRAME. 5. PROFESSIONAL QUALIFICATIONS OF STAFF AND CONSULTANTS. Criteria 1, 2, and 3 are more important than Criteria 4 and 5. Criteria 1, 2, and 3 are equal in importance. The A/E team shall posses a thorough working knowledge of VA standards, specifications and design criteria. The A/E will also posses a thorough working knowledge of all construction, Life Safety, and ADA Codes, requirements, and standards. Qualified firms must submit an original and two (2) copies of SF330s to the attention of the Contracting Officer listed in this announcement by 5pm local time, April 5, 2010.
